It's really too bad this is a hardware issue, as in server changes and actual psychical machines/servers that are being removed, replaced and having their data transferred. If anyone here has ever done a system back up, hard drive replacement I hope you can understand what the heck is taking so long.
For those of us who have never done this, you'll find it takes a heck of a long time to back up all the data you need to save, verify that your back up has all the information you need and then replacing your hard drive, putting your OS and then reinstalling all your data back to a working state. Then you need to test and check that everything is installed both physically and digitally.
I didn't notice anything in these 10 or so pages that mentions this is a Hardware upgrade and not just some simple coding issue. So I thought I'd point that out, flame at me about down times and how it's not fair, and I'll flame back about nerfs and what not to my play time too. Everyone everywhere everyday will have an opinion about something they don't like, can't change, or have to deal with just to vent. I feel that is the main use of boards and threads like this. Vent away and find a solution that you feel is right.
Complain to CSR, post more threads, get a group of players to complain in game (when it's live that is) in petitions and what not. But don't hate PlayNC or the workers who for the most part really care about the game. To them, I'm quite sure, seeing the servers down for this long is like watching a good friend or dare I say child undergoing a delicate surgery. Would you want the doctor to rush Brain Surgery on your close loved one? I think not. 12 hours is a lot of time, but give the Devs some slack.
Thank you for reading my block of text. If you made it this far, your someone who actually takes the time to read a post and who knows, may be able to understand why this happening without flaming everyone with a contrasting opinion.
Now, away I go to the shadows to be ignored once more!

Whips. I've wanted to get my hands on these for a while.
Couple De-buffs to Def, cause the whipping stings. Maybe an Imob/Trip/Knock down like thing, 3 levels of whipping, slow to fast and a single short range like Swipe from Claws. Perhaps a Sonic Boom at the end of the big one. Also add a Build-Up, a Multi Whip for a little DoT sting, an Arc Whip that hits 90 degrees in front and a Circle Whip as a PBAoE, just an idea. I like it though. ^_^
Just take some basic type of attacks from the already established one, Claws, Dual, Broadsward, re-work them with a whipping animation and your set really. Not many comic book characters use whips, but there aren't a lot of Claws, BroadSward, Shield or Plant users either so..... just an idea really, if the devs are reading this *wink wink* -

I've been getting the same problem.
I'm 90% new to Macs and was playing it fine before i15. Once I got on today it went into the updater and got that same "cider-COH-Updater-002591.tgz" thing.
Keeping in mind I've got almost zero know how on Macs, how should I go about installing the whole thing. I've deleted the stuff in applications, but I wonder if there are hidden files somewhere allowing this problem to happen.
I'm using a Macbook, the was able to play CoH before i15 went live. I'm getting the same problem with Test server, (I tried to install it hoping it might fix something but no go.)
Update, I was able to remove everything and tried to reinstall the client. After I dl'd then launched I got the same loop!
But after I navigated to /Applications/City of Heroes Test.app/Contents
# /Resources/transgaming/c_drive/coh/cider/ folder I double clicked cider-COHD-Updater-002591 and it went on to patch. 3 hours of patching (clean install) I'll post my results in the morning or soon as I can. -
It should be possible to edit the .storyarc files stored in the mission folder of the CoH directory.
It'd be an extremely fast way to edit spelling errors.
What does everyone think? Of course if you add content you haven't unlocked yet, or that isn't in the MA interface you'll get an error and need to change the bits as needed. -

A Short Play by BSG: How things are the same, but totally differnt.
Person A: Hey did you hear they released a new Game system add-on, it makes it lighter and smell like mint.
Person B: I like my Game system as it is.
Person A: Yah, but it can smell like mint. It's only $10
Person B: I'm not paying $10 more to get a mint smell. That's stupid and your stupid for thinking it's worth $10
Person A: But you got the Add-on that makes it glow in the dark, and that cost $10
Person B: Of course I got that, it glows in the friggen dark!
Person A: ...
This conversation went on for hours and days till they both realized that although they both love the Game system, they both like differnt things about it. A is content to spend their monies on every add-ons, wile B only wants specific add-ons. In the end, they decided to live and let live and enjoy the Game system together. A lot of people can learn from them.

P.S. This is a work of fiction because no one is able to just live and let live, there will always be someone out there waiting to troll out into a flame war, no matter what. -
I really hope someone Demo Records this thing. My wife and I are working and will be unable to attend. It'd be....Super Cool... if some one could Demo this thing and post it to youtube.
Also, the wedding pack is friggen cool. The Rose petal emote is so neat with the Phys-x engin. Drop a bunch and run through them, or turn on fly and have a shower of them

Have NPC "Full Costume" unlock when you get the kill badge for them, easy and doable. -
I'd liek to make a sugestion. At the end of the Event in maybe some future issue (12, 13 maybe). Include NPC Costume parts. Something that goes off the badges collected would be a good start, it would make people who want them go badge hunting. Also it would give the people who spent all that time getting "Shiney Street Cred" a tagable reward for their work.
With Halloween it's been proven we CAN look like NPCs, so it's can't be that much harder to tweak the costumes to be Parts in the Creator. If not that, then give temps that allow us to disguise like the Halloween Temps, but permantly. Like we get for Vet Rewards or Shivans that can be gotten over and over again.
Once again, this could get more people to badge hunt to get the look they want. Of course the same rules apply to PvP zone (they don't work), and no added bonus vs. Mobs of the same type etc....
What do you guys think? NPC looks have been asked for and now that I've had a taste, I'd like a constant source. -

So instead of having people who actually know how to Beta test, just grab a bunch of people who have no clue? Just go in an start playing hoping to figure out they will figure out how to bug hunt on their own??
Personally I think they should invite people who make real bug reports in live, and then a smattering of others who have never been in a beta test. Have a mix of people who actually provide feed back and not just "Ha ha I got Beta and you didn't", and people who should be given a chance to beta who've never been before.
Again, just grabbing random people to Beta doesn't even guarantee they will actually participate in it. Lets say 50 people get choosen, there might be only 10 that might actually play at any length and test, other then make a toon, level it twise and go back to live.
It's not really about who get's in and the "stagnant" state of it all, but about the people who abuse the privilege of beta. These abusers should be excluded from future beta tests, not the people who are actually testing and providing feed back.
Take it as you will, the Devs know what they are doing, but when they need our ideas/help they have a beta test -

There really should be a way to rechoose your Power Sets some how. My Main Basic Sward Guy would be useing Willpower insted of regen had it been avalible at the time. But once more I digress.
Will the server transfer dealy be ready for i11 I have a lot of toons on my home server that need to be moved so I can make new ones. I'm only keeping them around due to their badges, (ya never know when a new accolayde will need em o.o).
Speaking of badges, other then the Halloween ones for costumes, what are we looking at here for the Ouroboros system. Will we have to gain points by comleating missions and what not to get access to it? What level does it start at? Also I think our souveneers from story arcs should be useable in Hero/Villain Bases to show off our "accomplishments", like a vet reward or somthing.

I mean, can see how being a hero who takes down bad guys with a Pointy Object, or Fire, or Ice, or by Smashing them, or.....well you get my gist. If it were all about "catch and release" we'd all be Force Field Defenders with only one power, Detention Field. Then we'd have to stand around and try to lure the PPD or a Drone over to them, whoooo big fun huh : D
Seriously though, arresting mobs in this game is the basis of what we're doing here. I highly doubt a bunch of Rularu, Ignious, Red Caps, Jaggers, etc.... will go to the Zig......by the way where DO those guys go if they are sent to the Zig >_>....back to my point (heheh). I use my Sward to subdue badies, it's like a metal bat with grooves and flat sides. Sure if I swing it hard enough at the right angle I can cleave a Pumpkin in twain and decapita.....er.....bring justice to bad guys -_-;.....
Sufice to say I think Psi Weapons would bring a nice added "almost no one can resist" damage aspect. How many people have the watchman Accolayde, how many other AT's have a Psi Defence? I think this will give heros a little bit of an edge in PvP if anything else.....and look really neat too.
p.s. is there any solid word on Willpower? Will it be a bastardized version of Regen with a bit of SR and Inv throwen in or a whole new Ball Game? BAB? Posi? -

Seriously though, the 'invasion' is pretty cool. Drop ships, bombs and what not. Personaly I think it'd be really neat (all be it relitivly hard to do) to see full scale damage. If a bomb goes off near a building or on a bridge, a hole shows up. Then once the Attack is over a repair crew of 2 or 3 people "TP" into fix the holes.
Like I said, I think this would be hard to do with out a high dose of Lag. But I think "distructable" environments during an attack or in all missions would be really neat. Think about it, throw a mob (with TK, Propell, Knockback etc..) and they make a hole you can go through to continue fighting them. Things like that would make for some pretty neat fights. I'm a realist though, there are a lot more things to get done before that level of interactivity can be done. I think it'd be really cool is all. -
