Exactly.
I have a 50 Ninja/Regen Stalker, and because all the enemies' attacks actually hit, I frequently found myself hiding behind the Brute, or the healing Corruptor, just waiting to rehide and pull off a massive Assassin's Strike, thereby saving the team's butt by finishing off the Arch-villain before he could fire off the last devastating AoE.
I never had any comments about that playstyle though. No negative ones, I mean. -
A few things.
-The Chopper power would be overpowered. An extra pet, that powerful, that will stay around for two minutes? Nuh-uh.
-Canines? Even more pets? What are you planning on doing, running around with 235 machines, 2308 pets and 17 dogs?
Honestly, the idea of ex-law enforcement is very cool, but I doubt it will be implemented in this way. -

3-slotting Weave and CJ gives 8.8% defence, which is pretty worthless unless for an /elec brute unless you've got a load of set bonuses to stack it with.

I took Hover on Vibroslash, but that's only to fit in a nice IO (Like the +recharge from Luck of the Gambler or something).

Still good enough mate (triple slotted Hasten with SO's, and without any set bonuses is about 45,something seconds I think)

Hm, I've had Lightning Field on another /Elec Brute, found it rather useless. Besides, I want to focus on single target carnage

Crippling Axe Kick deals nice damage. I'd always take that over Resilience.

I suggest grabbing all the shields (except maybe Brimstone Armour, because fire/ice isn't that common). When you reach level 38, you respec out your shields except Minerals (because that'll be your only psionics protection) and grab some attacks, some +speed/+recharge powers et cetera to reduce the debuffing effects of Granite Armour as much as possible. -

That's probably because Claws may be a fantastic power set, but utterly useless in PvP. -
Just read this topic and god I had to laugh. hahahahaha. *laughs* This is honestly hilarious.

A few things.
- I do like pink, but don't use it here. It's way too bright and extremely hard to read.
- You have not slotted your shield to their full potential. Using 3xResistance gives way more.
- Not slotting Jacob's Ladder for damage? Horrible.
- Not slotting Thunder Strike for damage sets either? Horrible.
- Take Conductive Shield earlier. Way earlier.
- Don't slot Kick. Not worth it, by far.
- Swap out those Accuracy enhancements in Power Surge and replace them with two Resistance enhancements.
- Get rid of Acrobatics and take Grounded.
- Power Sink at level 49? Are you crazy?! Take it at 35, that way you'll never run out of endurance!
- You still have five slots left. Use them.
- And using Mids' hero designer for the first time is no good excuse for making a horrible build -
