I have a lvl 50 Kat/Inv scrapper and I very much agree with everything you say, although I'd like to put my 2 cents if you don't mind:
Resist Elements / Resist Energies: Yes, not very high resistance, however these are easy powers to use since they only require the base slot which can be used for uniques, bear in mind that with the right combination of Unique Enhancements - Set Bonuses you can make your /Inv scrapper 20ish% resistant to Psionic Damage, and that IS an improvement for /Inv.-
Prsence Pool: I just respecced it out of my scrapper, I thought it was going to be helpful, but I have been laregly disappointed on that, specially with Invoke Panic, even 2xacc - 1xrchg - 3xfear slotted, the duration is pants.-
Medicine Pool: Agreed partially, bear in mind that now you can significantly reduce the recharge of Dull Pain with Hasten + Set bonuses. Iirc, there was a thread in the scrappers section which explained how to make Dull Pain perma.-
The guide is extremely good imo, just wanted to add these bits of personal experience on the sets.-

type Anyways, for the resist energies and elements part, I rated them low (elements 1 star, energies 2) because you can get much more useful powers instead of those two. For me, it was either those two passives or aid self... And 5-6% resistance to some not-that-common damage types isn't quite as good as medicine*. Though, that's just my opinion and they may differ
Even with the psionic resist set bonuses and all, I can qitoe easily put myself to around 15% resist and defence without those two passives.
I agree with the stuff about presence pool you put down. It was ok'ish for my MA/regen to level with (those fears really eat your endurance... )
Medicine pool part, I have near perma dull pain on my /invuln (think I'm at about 8 seconds downtime) and I mostly use it for the HP boost. Even with the significant recharge reduction, you can only use it about each two minutes. That's a 1.1k heal each two minutes which seems high - BUT I can heal 530something with aid self about each 10 seconds which is a lot better for healing than using dull pain.
Anyways though, dull pain is very good power whether you use it as a max HP booster or an emergency heal - and as such, it should never be skipped.
* Although, from a mathematical PoV the passives - yes you read right, the passives - should beceome superior in terms of damage mitigation the harder your opponent hits.
Statistics: Aid self - heals 536 damage each 10 seconds.
Passives: 5.63% resistance to toxic/fire/cold/nrg/neg. nrg
So, if my opponent damages me for over 10000 in 10 seconds, the passives become superior:
(10000 * 0.0563 = 563 damage) versus (536 heal).
Now, that's when the passives start overshooting aid self. Quite late, aye? Devs have been speaking about buffing up these passives a bit so more people would pick them. Right now, a pool power (one pool power) proves to be much more useful than two powerset powers!
In that kind of a situation you're going to go down no matter which of these powers you have, though... I just thought I'd put down some statistics on how useful those passives really are.

After experimenting a hundred hours of so (playtime) on a new build with my katana/invuln scrapper, I've found out that in a team situation (and most solo situations) Tough + Weave is a superior choice to Aid Self + Conserve Power. I barely ever used conserve power and I still dont need it. The extra resistance and defence I get from Tough + Weave is enough to offset the need of a regular heal when solo and in most teams there are buffers or healers to keep your HP from sinking.
Besides, as far as I understand how resistance debuffs work the fact I have Tough also adds up to my resistance debuff resistance (dont worry if you had to read it a couple of times ). If resistance works the way I think it's something like this: your resistance debuff resistance is the same as your highest value of damage resistance. In my case it went up from 48% to 64% (the change of S/L resistance), giving me a net increase of 33% in the debuff resistance area. I could be wrong with this though and I dont mind anyone correcting me.
Anyway, this is my current build I'm using. It has a great survival (sure it did cost a lot too) and with the buffs to Katana animation times I'm dealing quiet a lot of damage too.

Actually, if you increase your S/L resistance it doesn't raise your fire resistance debuff resistance, it works individually for each damage type. Otherwise correct.

With the I13 changes coming ahead I'll just give a quick note that this build is still very solid. Good resistances and no power/slotting changes needed at all. The last build I posted will do very well in PvE with all the nice I13 buffs.

I just started a new Kat/Inv, currently level 3.
Now, the guide gives me all the lowdown on the powers and all, btu I'd like to see some tips to help me in the low levels. I have already taken Flashing Steel as my level 2 power since it's 4 star...planning to take Temp Inv next lvl.

Tbh, Kat/Inv should breeze through low levels, it's when psi damage starts to show up often at 40+ when you should worry.
Well, the must-have powers in the 1-30 are from katana: gambler's cut (or sting of the wasp if you can cope with the recharge), flashing steel, divine avalanche (take this at lvl 8 or I will hunt you down and beat you till you get it ), lotus drops and soaring dragon.
From invuln you should concentrate first on getting all the toggles and dull pain (only 5 powers to pick by 38 ) amd unstoppable at 38.
I'd basically follow the last build I posted power-wise up until 30. You'll have to chose whether you want Tough/Weave (mostly a question on endurance). If not, dont take kick. Keep in mind the slotting isnt the best possible for a non-IO build so you'll have to do slots yourself. I'll post a generic IO/SO build later, might help the newer katana/invuln players.
For low levels playing then. After you get divine avalanche you should have an easy time against trolls. 30% melee defense at lvl 8? Perma? With 30% S/L res? Very easy time with trolls indeed.
Also if you're soloing or dont want to venture to Hollows doing missions with hellions or skulls is a good idea. When you're solo they're about 100% S/L damage.

The psi damage part isnt bad at all with proper IOs. The purpled build I posted is weaker against energy damage than psi unless I'm in "full" invincibility.

The guide
So, after playing a katana/invuln scrapper for over 2 years, trying all the different ancilliary
sets and most of the pool powers with this combo I've finally decided to write a guide. In
short, I'll tell you what powers I think are a must, what are nice to have and what you
dont need / shouldnt pick.

Katana
This powerset is one of my favourites in the world of CoX. One of the main reasons is
that the set is nicely rounded; fairly quick recharges, not that high end cost, good damage, a survivability increasing
power (YAY!), cool animations, def debuffs (not that good but useful nonetheless)
... And you get to be a ninja/samurai! Woot!
The cons of this powerset are that you only deal purely lethal damage which is resisted
throughout the game and even moreso in PvP. Also, you're limited to only melee attacks
while some of the other scrapper primaries have ranged attacks at their disposal (claws, spines).
Invulnerability
This powerset shares opinions. Most people think it's either good or bad but nothing inbetween.
I think this set is good, it offers a nice challenge (not being that good against everything)
and gives you high resistances to two of the most common damage types in the game (lethal, smashing).
You also get invincibility which offers a nice defence and tohit buff and with it, you can pseudo-tank
for teams (mostly small teams though, up to 6 people) that dont have a real tank. You also
get dull pain, a fantastic power which heals 91% of your HP when slotted with 3 heal SOs
and at the same time increases your maximum HP by 66%. Great power.
Now to the cons of this set. First off, you dont have that high resistance against elemental
damage (fire, cold, energy, neg. energy) as a scrapper (11% with unyielding slotted
with 3 resistance SOs but no passives and about 17% with the passives with 1 resist SO).
Second, you got no resistance against psionic damage which may prove to be a challenge
later on in the game (against carnies, Rularuu, psi Clockwork and the likes).

Description: Now, with invulnerability as your secondary you dont only get high resistance
to lethal damage but high defence too! And being a scrapper, the melee def part of this power
is going to help you. A lot. Get it as soon as it's available and love it.

Description: Standard taunt, even if you are going to tank it isnt that needed. You
are going to get invincibility anyway. Dont get it, unless it's for concept reasons.

choice if you want it.

Description: If you only were to take one power from invulnerability, this should be it.
Protects you from being mezzed and gives some resistance to nearly all damage. The
-DEF part was what put me off from this power and I didnt take it till I respec'd at lvl 36
and never looked back. This is THE power from invuln.

Resist Energies
Type: Auto

Description: I dont have this in my current build. Although, I may replace Focused Accuracy
with this power in my next build because my current set bonuses provide me with so much
acc that I dont really need Focused Accuracy.

Invincibility
Type: Toggle
When can you get it: Level 28
Effect: 3.75% Defense + 1.125% per enemy up to 10 of them (all but psi), 2% ToHit + 1%
per enemy up to 10 of them

Description: I love this power, it's a really nice tohit and defence boost for you and
often doesnt even break tanking if the tank has a taunt aura + taunt (which IMO, they should
have). About half of the /invuln scrappers I see don't have this. You should.
My slotting: 3x DEF, 1-2 END (and maybe Tohit/taunt if you feel like it. I didn't)

Tough Hide
Type: Auto
When can you get it: Level 35
Effect: 3.75% Defense (all but psi)
Recharge and endurance cost: None
Description: I took this power at level 49. It's not necessary, but it's nice to overcome
the -DEF from unyielding. And to chuck a LotG: +rechg IO in it.
My slotting: 1x DEF (or a LotG: +rech / unique IO)

Unstoppable
Type: Click
When can you get it: Level 38
Effect: 52.5% Resistance (all but psi), status protection (mag 17, repel, held, immob, stun,
sleep), (mag 100, KB, KUp), +100% end recovery. All that for 180 seconds. Drains all your
end and 90% of your HP when it drops, though.
Description: This is a power which I rate to be the best tier 9 power of the scrapper secondaries
along with elude (I have a lvl 50 /regen, /SR and /invuln ). Most types of enemies
will only be able to scratch you when this is on. Lovely power.
My slotting: 3x RECHG, 1x RES (or if IOs, 2x RECHG, 1x RECHG/RES, 1x RES)

That's it for the two main sets then. Now to power pools and ancilliary pools.
3 - Ancilliary pools
These pools I wont go power by power but give a general look over each of them.
Body Mastery
This power pool is what I rate to be the best out of the 3 scrapper ancilliaries. I got this
on each of my 3 lvl 50 scrappers. You get a nice tohit buff toggle (30%. 30%!),
conserve energy (-117% base end cost for 90 seconds), a single target ranged attack
and a cone ranged attack. Nice set, has pretty much everything you might need.
Weapon Mastery
If you have enough acc from set bonuses and you dont feel like you need conserve energy
get this. Web grenades and caltrops offer really nice control over your foes and you can
get the shurikens to pull enemies. Not that good set but IMO, it's better than dark mastery.
Darkness Mastery
I tried this pool only briefly and respec'd it out. It isnt that good really. The acc debuffs
arent good and require redraw. Tenebrous tentacles may look nice on paper, but it's
an annoying power. The hold is only mag 1 and as such, it's useless.
4 - Power pools
Concealment
Eh? You're an invuln scrapper! Not a SR or regen ninja! You're supposed to scrap, not backstab!
Fighting
I couldnt find space for this in my current build but it should help nicely if you can.
Boosts your smash/lethal resistance past the 70% mark which is nice. Not necessary, though.
Fitness
This power pool is a must for you. Just take it for stamina, 3slot stamina and you're fine.
You also get 1 or two nice movement boosting autopowers and health which has a minor boost
to your regeneration rate (40%).
Flight
If this is what you want for travel power, get it. I'd take hover instead of air superiority
because whenever you use air superiority, you need to redraw katana. Besides, hover is useful
for fights like Hami.
Leadership
You dont want more endurance draining toggles in your build. Your endurance is ok as it is.
I used to have assault but it ate all my endurance having it, FA and invuln toggles so I gave up on it.
Leaping
This is what I use as my travel power. Easy to use, quite fast and vertical travel. What's not to like?
If you're getting this, get combat jumping instead of jump kick. Combat jumping gives you
a minor (2%'ish) def buff, combat mobility and you can put a LotG: +rechg in it.
Acrobatics isnt needed for you.
Medicine
This is a set I like to have. Dull pain would be a nice heal but the recharge is quite long
so you arent able to use it always when it's needed. Aid self makes up for it. With 2x
interrupt reduction enhancements you're perfectly able to use it in combat.
I love this pool.
Presence
Not that needed... Really. Except if you plan to PvP. You dont want to make your opponents poop
in their pants. You want to scrap them!
Speed
Ohh, with this pool you get the almighty hasten! Not necessary but it's a really nice power to have.
Super speed is a nice travel power too. I picked this powerpool only for hasten.
Teleportation
I never liked this power pool. Too tricky to use for traveling and the prequisites arent useful
for a scrapper. If you like it, feel free to take it. Not my favourite, though.
5 - The IO part
This is a part of the guide I thought I should add after I posted the 4 previous parts... So here comes.
As an invuln scrapper you should focus on getting your max HP to as high as you can. This can be achieved in two ways.
[1]: Get loads of +max HP IO set bonuses
[2]: Get loads of +rechg IO set bonuses and have dull pain perma.
Having dull pain perma effectively raises your HP from 1600 (assuming you have all of the +max HP accolades) to 2400. this is nearly a 50% +max HP buff, and effectively raises your damage resistance to all damage types by 25%.
Other things you should focus on are +psi resist and recovery.
Sets that work well for this are crushing impact (quite cheap, too), doctored wounds, impervium armor, scirocco's dervish and luck of the gambler. I use those sets myself and they work well.
These are all just my opinions and they work for me. Hope they work for you too.
