Hover for Scrappers
Tbh I had Hover for a long time in my DM/SR scrapper with just 1 def SO. Once you get used to Hover in the middle of a mob or against an AV is quite OK besides adds a 3% defense which is always good on a SR. Since I respecced it, I am havin trouble aligning foes for my shadow maul without hovering. Anyway, I think it is not a bad option for scrappers who rely in defense and now you can also slot it with interesting IO's such as the LotG +rchg, but I'd only take it again if I had an idle power choice to go with just the base slot and only in some set combinations where the additional defense might be of some assistance such as in SR scrappers (or other secondaries with bonuses that boost you defense up to the 20ish %) preferibly with primaries with ranged attacks as in claws or spines. As to movement, it is damn slow, but once ou get used to turn it on/off is not that bad, it is not as good as AS to unlock fly, but as I said, not a bad option if you have a free power choice that you need just with the base slot. On the other hand, being a documented speed boost hater, I miss hover a lot when SB'd since it was a fine way to nullify the +speed.-
I want to take fly on my DM/DA and I basically have a choice between:
1) Shadow Punch, hover & Fly,
2) Shadow Punch, Air sup & fly,
3) Recall friend, air sup & fly.
I think having shadow punch & air sup might be a waste, because unless I'm exemped I'll have atleast 4 other attacks I would use in front of these two. But then again is hover a wasted power unless I use it most of the time...
I personally wouldn't 2 slot it, but I can see the merit of having hover as a soft KB control kinda option.
If you are going to hover around a map all the time to justify taking the power (fair doo's) then of your options up there i'd choose 1.. Shadow Punch, hover and Fly.
Air sup, while nice could be filled by a better power, and Recall friend, while nice doesn't actually do any damage and remember you're a Scrapper
So personally I'd go for no. 1, but that might just be me. Hope that helps!
hover is realy really slow and imo a bad power for a scrapper as mobility is a key of the AT
air superiority is a superb attack
Air Superiority IS a superb attack, no question, but don't rule out Hover, it can be extremely useful to a scrapper. I have Hover on my main, Kat/Inv scrapper. As I play mostly at 50, tend to run into a lot of GMs/AVs or even EBs, and switching on Hover when you and the team have a big bad cornered for the kill is pretty useful. It gives you a nice boost to defence, it allows you to position yourself around the AV so as to avoid cone attacks and stuff, and frankly it just looks cool Can also be useful against enemies that like to stay airborne, like Croatoa witches for example.
Basically, ask yourself if you would rather have the extra attack or a utility defensive power. If you would prefer the attack, go with Air Sup, it is great. Otherwise give Hover a try. If you don't like it you can always respec it out later.
I have 3 slotted Hover on my Kat/Regen and found it of great use in the later levels against those foes that like to throw caltrops like confetti (KoA). Plus I have swift with a couple of fly IOs in and it's faster than just running, with the added mobility of flight.
You can then just toggle between Fly and Hover at the appropriate times, plus the End usage is really low.
In the end I guess it comes down to your character concept and whether you have room in your build.
For a DM/DA, I wouldn't take hover unless you are planning to go strong on the defense side, such as CoD, Weave and/or Maneuvers plus some set bonuses that increase defense. If you are going for a dmgres build, imho, AS will do better for you, even with Shadow Punch together, since the main utility of AS is not the dmg delivered but the dmg mitigation.
Yep, AS will reduce incoming damage more than the def from hover will as you can keep one foe on its back pretty much perma. Say there's a Crey Voltic in a group (which I happen to know hurt DA) you can knock him down, kill another crey, knock the voltic down, kill another. Rince repeat

I use Hover on my Katana/Dark for a way of dealing with knockback (or at least I can afford some of those IOs!). With three Fly SOs, it's pretty quick and I'm sometimes the first one into a mob, overtaking people who are just running. I wouldn't slot it with defence to be honest if that's all you're using it for unless you have something like SR for your secondary. I have mine slotted 1 EndRed and 3 Fly and it works ok.
The only thing to watch is your vertical movement. If you're hovering and you encounter a low obsticle, you'll move slightly higher to go over it which can end up with you hovering a little too high above the mobs to hit them. Not good if you're a melee character!

I would take Air Sup if I was doing it to get fly but that's just me.
i tried it on another scrapper but found that only the SR scrapper with 3 slot hover, quickness and swift all with flys was ok - and i think the only reason i think it was ok was because they are broadsword which is a fairly static scrapper primary already.
certainly in contrast to my flying tank, i find that my tank pretty much fights exclusively with fly on rather than hover as hovers just that 1 slot too slow (one thing ED i dont agree with)
Edit: good tip though, for super speed mobility in the air as hover - use the GvE jump pack, it speed bursts hover pretty nicely

I'm confused about wanting hover as a Scrapper. Even with my Invuln and the in-built Taunt Aura I like to stay as mobile as possible, mopping up any stragglers or jumping over mobs to take out the one guy the aura missed and is trying to pound on a Squishy or 2. Hover just wouldn't do that for me.

Honestly, I picked it on my main as a way of getting Flight. She has always been that way and I will never change her. Her build isn't all that but she does pretty good anyway, in spite of my lack of knowledge when I was building her (in fact, still lacking probably).
But all I was suggesting is don't rule out Hover for a scrapper. In two years plus of having it, I have found it very useful countless times. I would never use it for moving about though, agree with Gonk there, it is a little too slow. If I am fighting airborne I tend to get in position using fly, switch to Hover when in range and then start hitting, switching between fly and hover as needed. For an AV or GM, I run in position on the ground, hit Hover, adjust into a better position and start hitting. It sounds unwieldy I guess but it works OK for me, second nature now really.
But you cant go wrong with Air Sup either, its pretty amazing attack. Shame we can't pick more powers really
Hover is pretty mobile, if you provide the slots to it and possibly swift too. I use hover/fly on my stalker.
I took Hover on Vibroslash, but that's only to fit in a nice IO (Like the +recharge from Luck of the Gambler or something).
Well I've taken hover and currently have the global acc boost IO in it.
Used it a couple of times when fighting KoTA but otherwise not needed it.

What do people think of hover for scrappers? With two movement speed/end HO's the speed is listed as +10%ish flightspeed. Is this like normal movement pace?
Any other coments on the power?
