No accuracy in Divine Avalanche? I know you're trying to get as much +recharge as possible and you've got 41% accuracy from set bonuses, but it isn't really enough to hit consistently against higher level foes. If you take out the End/Rech Red Fortune from DA and replace it with an acc IO, you'd make Dull Pain's recharge about 2 seconds longer but have a much more reliable Divine Avalanche.
Well, tbh currently I'm not using FA very frequently and I can hit very reliably with divine avalanche. The 40% acc buff is the same as having 1 lvl 50 acc IO in divine avalanche by default. I could hit them without FA or acc enhancements in DA so I'm keeping it this way. Besides, most of the time I'm not fighting high levels, whenever I solo I got the difficulty set on rugged at maximum, and when in teams I expect there to be enough -def or +acc going around that I dont need the acc there.

Well, it differs from my own 50 Kat/Inv in the power selection, but power selection is down to gameplay, so I am focusing more in the set bonuses and I see an excellent 10% recovery (much needed on kat/inv) and a great 20,3% psionic resistance. In my opinion, you can't ask for much more on an Inv scrapper.
As you have a 50% rchg bonus plus Hasten, I would go without medicine pool since your Dull Pain should have little downtime and probably go for boxing (I know, it's useless) and Tough to round up Invulnerability's best feature, smashing/lethal dmgres or maybe for Assault / Tactics (or Focused Accuracy) to help you spot stealthed foes.
Anyway, power choice is down to gameplay style, for what I see you have used set bonuses extremely well to compensate as much as possible the weaknesses of the set, the build should work great.-
Hehe, I'm settled on taking aid self. It helps me reduce downtime between groups and helps mitigate damage done by any type of damage
Last question is, should I sacrifice 3% resistance to get 28% regen?

It depends, if its 3% res againt something that you dont have much res against(like 6% almost or anything low like that) then its worth to sacrifice the 3% res for 28% regen anyday, but what is that 3% res against?(also helps decision)

We're talking about psionic resistance here. Sacrificing that 3% would drop the resistance from 20.3% to 17.3%. And my regen would rise from 240% to 268%

Mmmm. the 3% psi res doesn't a priori seem to be much of a loss here and more regen will help soak ALL kinds of dmg including the extra psi dmg you take by dropping that 3%, I'd definitely go for extra regen.
Keep the Psionic resistance.
Looking at the character builder, I can get both, the psi resistance and the regen by removing one rechredux from BU, increasing its recharge slightly... Which isnt that bad in PvE. I think the extra recharge was 5 seconds when hasten is up and 8 when it isnt. Making it recharge in 48 seconds without haste and in 35 with haste.

Still good enough mate (triple slotted Hasten with SO's, and without any set bonuses is about 45,something seconds I think)
Well yes, 1x rechredux IO + my set bonuses = nearly the same as 3 SOs so I reckon I should be ok with that and hasten

First of all I want to share with you what I concentrated on this build. I wanted to be as survivable as possible against as many types of damage I could (including psi). So I went for +rechg (to get perma dull pain), +recovery (no end, not much resistance), +acc (if I cant hit, I cant damage. And for a scrapper best defence is a good offence), +regen (to reduce downtime and to reduce the need to use aid self) and finally psionic resist and defence.
Feel free to give your opinions of this build but keep in mind it is for PvE
