Ok just like your blaster build, a few slottings I dont agree with, but nice to see you've emptied out the slotting on the inherants
I would probably reccomend stamina with this build; even though claws are the lowest endurance drainers of the Scrapper sets they can still eat it away nonetheless, so it's nice to have that counterbalance in there somewhere.
Level 10: Dull Pain -- Heal-I:50(A), EndRdx-I:50(15), EndRdx-I:50(17), Heal-I:50(17), RechRdx-I:50(48)
Ok i'll start with this; Dull Pain really does not recharge fast enough for it to be any danger to your endurance. It doesn't take a mammoth amount of endurance to begin with. So try 3 heal, 3 rech redux.
Level 18: Integration -- Heal-I:50(A), Heal-I:50(27), EndRdx-I:50(29)
Intergration afaik doesn't make a huge impact on your regen; on my Stalker I just have it as 1 end redux.
Level 2: Reconstruction -- ResDam-I:50(A), Heal-I:50(5), EndRdx-I:50(7)
Reconstruction gives toxic damage resistance, something which really does not come up enough for it worth slotting (at least in my experience), and Reconstruction doesn't give a huge toxic res. bonus anyway as far as I'm aware. try 3 heal 2 rech.
Level 49: Swift -- Flight(A), Flight(50), Run(50), Run(50)
come on, just 1 run speed is enough, just like your blaster build; do not bother putting flights in here if you do not have flight, it does nothing.
Ok thats what I can tell you with my pretty basic knowledge of Claws/Regen, just get Stamina, lose the end redux in your attacks I'd say and GET RID OF THOSE FLIGHT SPEED ENHANCEMENTS IN SWIFT IF YOU DO NOT HAVE FLY!!

Integration gives the highest amount of always-available regen - 150%. Definitely worth slotting with heals.

Not an expert on builds? Well, I'd still ask you why to put multiaspect HOs in acrobatics which only benefits from the end cost reduction aspect of that enhancement? You dont have to be an expert to notice things like that.
Also, slotting attacks as a damage dealer for only 1 or 2 damage enhancements, zero to 1 accuracy and defence debuffs is quite, well, stupid. Even from a non-expert.
What I'm trying to say, you should first look at what you are going to do as a scrapper, then do the slotting. Also, check which powers need slots and which dont rather than put a few slots in each power and then slot 1 of each enh you can put into them.
In general, use the search function (however gimped it is) and have a look how other people build their claws/regen scrappers and then modify those builds to your own likes.
There's a claws/regen guide done by FireKitty somewhere on the forums and a claws/regen discussion going on on this page of the scrappers sub-forum.

Well, I am pretty convinced you are not real, in fact I think you are Statesman himself taking us for a ride or something to spice the Forums. For sure, that build can be improved by my dead Grandma and even her could faceplant that scrapper, but hey ho, I am trying to be positive here so lets tr to amend this mess. I know something about Claws but I am not an expert in regen, neither are you, in fact you dont have a clue about regen, hence I am going to give you advice based in common sense. People far better than me at regens have posted in this thread and I am sure they can correct me if something here is wrong or can be improved, I might well have made some mistake since l was laughing that much that at some stages I couldnt concentrate properly. If you decide to go ahead with your last build ignoring everyone, please let me know when you have been PLd to 50 (no way youll hit on your own in this life) and we can PvP as much as you wish, I am the worst PPr in game, but with that build, man youre minced meat.
Not going to say anything about the lvl to pick the powers since I dont have all night.

If you really think you need Weave, then maximize its defense, 1 endrdx and 3 defbuff should e ok on a regen, for other sets 2 endrdx and 3 defbuff, I personally think you dont need it here, but its not the worst choice youve taken in your build, and defense is always useful.

If you think that by putting flight enhancements in Swift and not choosing Fly as a travel power people will say Is that a bird? Is that a plane? No its Illusion Master, well, sorry to say it, but youre wrong. Just 1 runspeed in base slot will do, come on, you can use this slots better in other powers.
Also, please think about the following concepts:
Health: Good
Stamina: Good
Focused Accuracy: Good
Hero Designer: Are all those funny words and numbers there for decoration or do they really give information regarding a determined power?
At least I have to give you that the forums wouldn't be as fun wihout this kind of builds... erm... I mean "things", that can hardly count as a build.
For an alternative toon, memorize my signature and roll an Invuln scrapper.

I've been using my Claws/Regen as a trial run for IO sets. The Doctored Wounds set seems to work quite well for /Regens providing upwards of 90% to Heal and Recharge, with a handy End cost reduction. Add in the set bonuses for Healing:4%, Recharge:5% and a Fear duration reduction:2.2% and it seems to be ideal for all the clicky heals.
I guess I'm not allowed to comment on the OP's build, so I won't bother repeating what has already been said.
However, for new players who are interested in making a Claws/Regen, the OP is a example of how to gimp your build. Follow FireKitty's link, the guide there provides valuable advice.
