Everything that anyone could suggest is subjective, I couldnt give a build that you would be guaranteed to like because I dont know you. Time to create builds for nothing is wasteful and many people see their own builds as personal in order to be unique.

Oh well, back on topic then. Why would you want a build just to lvl as fast as you can? I mean, that sounds like n000000bie to me (no offence intended here).
If you're an ex-WoWer I gotta tell you a few things first: if you pick certain powersets you cant change them anymore. Ever. So you gotta stick with what you pick so it's best to ask yourself what do you want? Do you want AoE or single target damage? More control over your target or more damage?

Any build can level fast in the appropriate team sizes and builds.
