Rolled a KM/Fire myself recently, holy smokes the DPS potential of it all.

It should be better than WP against a small number of enemies, but that wouldn't be my main concern. With most of your survivability dependent on clicky powers, I would imagine redraw and combo execution issues would arise, and seeing as you're used to WP this could get frustrating after a while.

IMO softcapping E/N on an Elec Armor character is a waste of slots, and you can see just how much offense and self healing power was sacrificed in the build you posted. The only softcap I would go for is S/L.

You can use Ignite and Buckshot alongside Burst and Slug, and you can slot Burst with a -res proc.

If you were to read the Rikti Pylon thread, you'd see Nihilii has soloed a pylon with his FA/SS Tanker in under 5 minutes well before issue 20 hit. -
Keep in mind that at a certain recharge point with the top chain you will be better off going for Musculature over Spiritual for DPS. I believe that happens at about perma hasten levels.
Here's a top-end DB/SR build I made not long ago, switch from Musculature to Spiritual and the DPS decreases significantly.

A straight-up damage buff would be much simpler, and would also mean I don't have to respec two of my main characters(slotting endmod into AB and Drain Psyche will be meaningless).

That highly depends on the goals of your build. Think of the craziest things you want to do with your scrapper, and coming up with a fitting combination will be easier.
For example, I wanted a single target DPS juggernaut that doesn't rely on having multiple enemies around, so I picked Kinetic Melee/Fiery Aura.
Another person wanted a balanced scrapper with good damage contribution and survivability, so he went for Broad Sword/Shield Defense. He then decided he wanted a Scrapper that just doesn't die, so he picked Dark Melee/Invulnerability. -

I too have done a Pylon run where PS was up 90% of the time, but I've also down follow-up runs where CS very rarely Critical'd PS. In those fewer situations, its lack of up time is glaringly potent, and its because of those events that it is best not to promise Awesome, and only give what-is. -

The rumor mill says its better on Stalkers because Power Siphon is hugely difficult to maintain constantly to get that higher damage bonus. If I recall correctly, though, Build Up average to 30/s recharge is like having a 30% damage buff over that 30/s duration. So it's whether you want instant burst, or continuous boom that takes some work. -

How do you guys think Burn would fit in there? I've been thinking of QS-SB-QS-Burn-CS, with purple procs in both Burn and QS, and the -res proc in Burn.

If you aren't concerned about the extra resistance, you do not need Cardiac at all.
The issue I have without Cardiac is using Energize and Power Sink more often than I'd like to keep my endurance up instead of saving them for mitigation, and having to use oranges/barrier/empowerment buff/cimeroran day job to get 90% S/L when needed. -

Again, why? Electric Armor does NOT need more end management tools. The only purpose Cardiac could possibly serve on an Electric tank is a little bit more resistance. The extra damage from Musculature would be more useful.
Also, having 90% S/L res is damn sexy. -

The easiest to work with IMO are Super Strength and Electric Armor.
Super Strength doesn't require you to slot for much accuracy due to Rage, and Elec Armor doesn't require you to slot for much endurance reduction due to Energize and Power Sink.
This is purely in terms of "slots gained", which isn't a good criteria for choosing a character IMO. -
On the BAF trial, not only can you use your dispersion bubble to affect the whole league, you can use your force bubble to repel the escapees(so i heard).
On the Lambda trial, the targeted bubbles are helpful during the glowie hunt, as people often like to run it on their own with no support.
Overall with increased mob To-Hit chances, softcapped characters can always use extra defense. -
I would personally add endurance stability as one of the goals, did you check for it?
Also, try to get the PVP -Res proc into GD, it helps a lot for DPS.
As for perma hasten, IMO you're close enough to it without the purple set in boxing. With the same amount of slots you can get +4.5% damage through kick and brawl.

Sonic/ and /Mental are the best for supporting DPS for sure. Sometimes I think of offering my Sonic/MM as a debuffer.

If they could make a downloadable "super" version of the game which had a better engine and re-made graphics for everything while keeping all other resources of the game, that would be good. Though that would be a tremendously expensive endeavor.

Elec/Elec is more defensive than Fire/Elec, giving you very good sapping potential overall.

Fire/Elec gets access to the best attack chain and a damage aura.
