Elec/Elec is more defensive than Fire/Elec, giving you very good sapping potential overall.

Fire/Elec, Fire/Nrg, Psi/Elec, or Psi/Nrg are going to give you the best potential for single target damage.

Given the current end game options, the likely answer is son/elec. At least from a sustained damage point of view.
Also keep in mind Fire/MM if you are thinking of hard targets. Drain Psyche equates to a fair bit of DPS by countering enemy regen. Sonic/ is definitely good on larger teams, since it amplifies everyone's damage.

Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
Whatever lets you stay alive to deliver the damage
That said /mental is the best secondary against targets that have significant amounts of regeneration. Drain psyche can effectively do 3800+ points of damage per cast against avs or similar targets and it takes care of your end issues and helps you stay alive
Sonic/ and /Mental are the best for supporting DPS for sure. Sometimes I think of offering my Sonic/MM as a debuffer.

Secondaries Energy or Elec.
