I would prefer if they were static and could choose from existing NPCs (minus the legendary ones, i.e., Miss Liberty, etc). It would make it easier to implement.

/signed, but it'd probably be easier using new art than making them completely customizable using the in game editor. Especially if you intend to have them moving around a base, and not just contained in a mission file. THAT was one of the hurdles that forced them to push AE from i13 to i14.

I actually expect the devs to do this eventually. Currently they are probably datamining the difficult and how long it takes to complete arcs.
That way they can adjust the merit rewards and THEN place in a difficulty slider. -

While everyone is mostly 1-20ing it away in Prae, it's gonna be a while before folks are high enough to start wanting IOs again.

There really is no fun in making fanbois look silly. They were there first and usually do a much better job than anyone else can. I mean look in this thread you have people posting pictures of one days load to say "LOOK WE HAVE POPULATION THERE ARE NO PROBLEMS". You can't mock that more than it mocks itself.
As to the rest I'd really rather not see city of heroes go. It has a few features that I really enjoy, excellent movement , the world as a three space that really works for me, no invisible walls that make no sense and destroy any sense of immersion you might have had. It's more than a little annoying to see the game perpetually amplify its weaknesses and play down its strengths. Some of that seems to stem from fitting the game play to the analysis tools they have handy. -

Not to say that this can't happen. Afterall, there have been lots of 'impossible' things that have been/are being done right now, but while I'd love WildClaw to have a big industrial-looking diesel turbine motorcycle available for RP and immersion purposes; I would put this as a relatively low priority compared to increased customability of existing powers, more powerset proliferations, and moving the storylines forward.

Yes but a while back he mentioned that he was FINE with the drop rate on pvp IOs, and since I13 pvp is generally recognized as his baby, he DOES have a RATHER LARGE bit of control over that aspect of the game.

And for many either option is better than actually pvping (lol) for the completely random (with god aweful-I-don't-know-what-the-hell-Castle-was-thinking drop rate) drop.
