Now, similar things can be said about other abilities: Usually in the form of whether or not the extra damage can kill things fast enough or if the aggro drawn is equivalent to what would be recovered by a heal, what would be mitigated by mezz, and the defense/resist increases from a support AT.
Of course, Support ATs bottom out, too. Once an enemy is held, it is held. Once you are healed, you're healed. Once your defense/resistance caps, it doesn't go higher. Support ATs bottom out later due to the variety of ways you can buff and debuff, and that is why full defender teams get revered so much. The best teams, therefore, are the ones that are a good mix of support ATs and damage ATs. It is not to specific on what you need, as long as you have someone there to do it.

So any sets you don't see often, blame it on Street Justice, Super Strength, Titan Weapons, Invulnerability, Willpower, Fiery Aura, Plant Control, Earth Control, Fire Control, Fire Blast, Dual Pistols, Storm Summoning, Robotics, Necromancy, Kinetics, Cold Domination and Dark Miasma...
Hmm, that list is too long...we need more sets to dilute it.

Been testing out Dark/Time and it does feel exactly like you want.
My Plan is to go Dark/Time/Fire and from that you can always grab the Cryo Judgement power for the Cone of Cold (and hey, the judgement power is a cold).
Now I can't say how powerful the combo is, Dark Control isn't finished being tweaked to whatever (but currently I'm quite enjoying the set) and I don't know how much Time Manip's weak -Regen is going to help in hard target damage for the combo, but even if it doesn't help that much, still looks to be exactly what you want, and a lot of fun.

But then I also realize that the leadership buffs are amazing - and the simple fact is that the vast majority of players do not. If people realized how great they were, every team above low levels would have at least maneuvers from every character.
even with the low buff that's almost +20% def for everyone with no enhancements.
SoA buffs and leadership buffs are amazing. But most players are not really aware of them or how good they are.
Since Inherent Stamina, more people have picked them up as well.
Out of all my characters, only one lacked the Leaership Pool (Fire/Earth Dom, I just didnt have the pool powers for it! Concept demand Hover and teleport >_>) -

The only time I've felt excluded from a team has been when an iTrial league specifically shouts out looking for "healing/support", indicating to me that they are already so melee heavy that I might not be as valuable as a Controller, Dominator, Defender, or Corruptor (though I've seen plenty of trollers, doms, and corrs that don't do a whole lot of team buffing except when it also benefits them).
Personally, I like seeing lots of support and ranged dps ATs on a team if only because they help to balance out the overabundance of melee characters that I constantly see in the post-50 game. But most teams seem to display an attitude of being quite happy with anyone who wants to join (and plays competently). I don't really see much in the way of a clear control/support bias during team formation, at least not on Virtue.

I liked the HO's for the slot saves they allowed me. Yeah, had to move some slots around after this.
Keep hoping they'll just give HO's greater enhancement values. That would equal them out nicely. -
I see so much wrong with you post (OP). But let's field one that stands out to me as it's become my main as of late, and looks to be improved in i22.
Stalkers bring AOE.
Certain sets accessable by Stalkers lack AOE.
So Scrappers/Brutes have more AOE. You mean that Dark Melee Scrapper/Brute has more AOE than the Electric Melee Stalker? The Spines Stalker?
And a lot of times, I've seen Dark Melee users just skip Shadow Maul (I know I did
) so that leaves Soul Drain as the only AOE damage, and that's some weak AOE that just got outshined by the DB, NIN, ELM, KM, StJ Stalkers, and hell the Claws Stalker with Shockwave probably outdid that Dark Melee Scrapper/Brute in AOE. 
That all said, I love playing Scrappers too.
Id say the reason you see so little of the Redside Epic ATs is because, really, yes you can make more than one, but then with 3 builds, you can make the different versions all on one character
So, when someone has one, it's likely the only one they make, and two, well, let's face it, most people don't like to be on redside. -

I thought they were pulled because they were originally linked to PvP Base Raids, then when the CoP returned, you got a new self only buff. Has that buff gone away now? Been awhile since I ran a CoP.

A leather outfit can be good for fighting, but that rubber stuff she's wearing? Not so much. Not very much protection, probably hot (temperature-wise) as everything, probably doesn't breathe well.

As for protection. She's a bad *** action hero! Outfit for protection? That's like wondering why all the other action heroes dont wear bullet proof vests or are armored up all the time.

Stylized Action? Yes!
Stylized Violence? Yes!
Easy to follow plot? Yes!
It's a movie that would be touted as a summer blockbuster if it had a bigger budget (and you know, shown in the summer).
If you liked 1 and 2, I see no reason why one wouldn't enjoy this one.
And her outfit is more about style than anything else. Really. Is it that hard to see?
No whether you think it's stylish is a different story. But it's about style. Not "will it or will it not come off". *rolls eyes*

As far as I/Os, with 0 defense in Elec it looks like it will be a big hill to get to softcap. I doubt I will have extras to throw at trying spectacular shifts in End Mgt except a Perf Sh +End. To give an idea, right now I am on a 29 Brute who is soling all Blueside. Mostly I stealth, grab glowies, rescue hostages, kill all, yada yada. Sometimes I have to (like last night) rescue 8 hostages, 4 glowies. Well, ya miss one, ya know. The easiest way then is to slowly walk past each group and find the guy. On my brute I am literally ignoring all mobs. I do not hit a heal, I do not hit an attack, I just ignore them. I stealthed it orig so I wouldnt have to deal with a crowd, ya se. Not because the crowd could hurt me. I want that same ability from a Scrapper, (or nearly), with a crap ton more upfront damage. I can manage some trade off, i know a Willpower Scrapper is never gonna be as tough as a Invul Brute. But I do not want something that will fold like a taco when the map goes nutz. I have never run Elec Armor, so I am unsure what that runs like.
WP Scrapper may not be as tough as an INV Brute, but damn is it's not all that noticable 99% of the time.
Truthfully I prefere WP on Stalkers myself, but I love the clickie heal versus all toggles. *shrug* So with the new changes I'm quite HAPPY WHOOOT /o/ \o/ \o\ with Stalker WP, just need that awesomely fun Primary now >_> -

You can take Fly and be just fine, you just don't want to be a hover scrapper. But as a travel power, Fly is perfectly fine. -

Besides all of that, I prefer to play male toons, for what ever reason. I dislike this pack because it ignored male and huge models. I also would have liked to have the sash with robes because there is NOT a good Kung Fu sash in the game, but I would have wanted it on the huge and male model also.
Either way, the most I can do is not buy this one, and hope that nothing like this is done again. I really don't even want any all male sets. I would really like a fair and even break down of parts for all models.
They did say there was technical reasons for it however, and I don't see why they'd lie.
What was it, pieces were made for the female model, and the Kheldian ones we see are likely made specifically for those Kheldians that have them. -
