What are the de-facto 'best fan sites' to look at. I assume there is a wiki (I think I went there the other day) but in my experience with MMOGS, alot of fan sites will get outdated. Who keeps up on their stuff in the CoX universe?

We have some dedicated players who keep the Wiki very up-to-date. if you go there today using the link M_B gives you in his sig, you will see that the most recent update was just a week ago when new stuff for testing was loaded to our Test Server.

Use of the others depends on the character more. I have used more of the Respecs & Costume Tokens on some characters as compared to others because they have needed more fine tuning. -

In this last post it appears that was what you were saying all along - but I did not understand that and was trying to get clarification. To get all cranky about someone not understading your less than clear and confusing terminology doesn't help move the discussion along. -

sort of is the key word there, i said sort of because this game isnt really based on leveling in the open world its based on instance missions.

I'm still a bit confused by the delicate nuance you are shading here.... Is this any species of open world PvP or not?
Also, some people do level in the open world and a few seem to prefer that (based on some threads I have seen),
of course, a lot of the less-than-positive responses you are getting here are because you started from a flawed premise that the game has reached its PvE limits, which isn't true. I agree with Samuel_Tow that we really don't need more wide ranging systems expansions for a while (other than Going Rogue). We need to digest and develop what we have been given already. -

I've fiddled Snow_Globe's spreadsheet and come up with this base which might be a starting point for me.
It comes in at 396M inf, which I suppose is reasonable. I have no idea if it is legal, I'm afraid, as I'm not quite ready to fork out 400M inf yet! I had to give up base rezzing, but IMO that's not a great loss because I think it is hard to have a base rez where you come back with full health. Plus for a pure marketing character they won't be getting defeated anyway.
Only one teleporter, which can go to Steel Canyon or Cap Au Diable for trading plus one other beacon for another zone of your choice. Perhaps a salvage rack would be better than a Personal Storage Vault. That would increase your salvage capacity, and save some prestige/inf.
One thing that would be nice would be to add an Insp collector. These are really handy during the annual Winter Event.
Suggestions from the more knowledgeable would be very appreciated. Also, how do I get around the lack of base item crafting benches?

You don't really need an 8X12 plot to get the rooms you want. So that's a savings of 84,500 there. (NOTE: all numbers are prestige costs - you will have to do your own conversion).
For one thing, you don't need to have the separate Energy & Control Rooms because you aren't running the items that are placed in them (and you dn't need that much energy & control). An Oversight Room (which is where you must place the Combo Energy/Control Unit) takes the place of both of those (and will also hold an additional workshop item. That room costs 50,000, so getting rid of the separate rooms and placing the Oversight Room instead saves you an additional 150,000.
Why do you have 2 workshops but only 2 storage items listed? Each of those 2X2 workshops will hild up to 9 storage items (and you can stack them on top of each other BTW).
Having 1 Workshop will get you 9 storage items (in any configuration) plus another in the Oversight Room for a total of 10. If you want the other 8 (max per base is 18) then build the second Workshop, otherwise it's not needed. That would be another 100,000.
Regarding the Personal Vault - 100,000 is a bit pricey if you want to cut costs - remember you are placing teleporters to have access to the markets for maximum convenience. The Vault Reserve will always be just as convenient as the market from those drop points. Another potential 100,000 savings.
Spend what we have saved buying yourself additional storage units BTW.
The Teleport Room you have selected holds a single teleporter - that will only take 1 beacon (a limitation of the room). If all SG members have base editing privileges, you can run your Cap or Talos/Kings Row beacon until you want a different one - at which point you sell the existing beacon to place the new one anyway. Only 1 beaconat a time - saves another 10,000. BTW - the Steel Canyon beacon is not the most convenient for crafting purposes - it drops you at the north end of the zone, far away from WW. The Talos and KR beacons drop you much closer to the market in those zones.
Finally, regarding the base item crafting benches - you only need them while you are crafting. Put up the basic one to make your single teleporter, then sell it back and buy storage instead.
Just a few thoughts I had about what a marketeer really needs. You don't need the teleporters (really, though they are nice to have when you can afford to upgrade). That cuts a huge amount of the costs for running a lot of control & energy, especially since storage items cost neither to keep around - they just cost you rent. -

No. Take the inventions tutorial in Steel Canyon or Cap au Diable for the basics of the inventions system - you can invent anything you can get the recipe for. Some recipes will be harder to get (purples drop only from very high level foes for example and are ultra rare) but in theory, you could even craft one of those ultra rares if you had it in your hands. Of course, the only use for it immediately at level 14 would be to sell it at WW or the BM for big bucks! -
No to open world PvP.
Instanced PvP by agreement might be interesting. -

Claws - I don't know how you are able to do that either. I just logged on to a character with the similar rank (rank 3) and purchased a new Enhancement Table. I then tried to set permissions while in the Base Editor - it would let me set permissions for lower ranks (rank 2 or rank 1) but would not let me set permissions for the same rank (3) or the rank above it (rank 4).
When I exited the Base Editor, with that same character, I couldn't set permissions at all.
So what I would like to see is something where I could set it so that one of the ranks other than 5 or 6 could be alowed to set any permissions (which would allow Belle's Architect/Charters member to freely set up stuff for storage in their base). -
OK, you say you did the TF "a few days ago" - how many?
Have you checked your email account to see if there is a message there? The one you used to register the game? When I petition something and the character isn't on-line when a GM tries to respond (and it may take time to free up a GM to answer your call, BTW, that's the way it works sometimes) - then I receive an email asking if my issue has been resolved and of not, giving steps what to do next.
So my advise is to go check that email account - I'm betting your next step is there rather than to come to the forums and call the devs "lazy" (always a bad idea, BTW).
P.S. The GMs in the game aren't the Devs. GMs fix individual issues like your bug here. Devs don't fix things like 1 character missing merits. On a weekend, there may be only so many GMs available to handle issues in-game. Sometimes, I have gotten a GM response within minutes, sometimes, it doesn't come until much later after I have looged off for the night. -

You will need to set your Charters up to the "Leader" rank (rank 5) if they are planning on creating a new storage bin to use to move stuff around.
My SGs are mainly alts for me and my sister, but we only set one character up as SL (because we had to) and 1-2 characters up at rank 5. But all characters have Base Editing permissions.
So I ran into the annoyance that I was on a character who could edit the base the other day and I created a new bin to sort thru storage and oraganize it better. Because that character was not the rank 5 character or the SL character, once I created the bin, I couldn't use it to sort storage until I logged on a rank 5 character to set the individual permissions for that new bin.
It would be nice if there was some way to allow "set permissions" on the bins to be granted by the SL to lower ranks than rank 5, but I can't figure out a way to do it. I think this is what Belle is asking about/for. -

I almost always see this happen in Atlas Park or Mercy Island. Rarely anywhere else. As such I figure it's usually newer players who don't know the system yet.
If it does happen, I stop fighting the enemies immediately, meaning they have to deal with it. I send them a polite "Please don't kill steal" message and move elsewhere. If it happens again, I call them out by name. If it happens a third time (has only once), I report them.
Sometimes people will insist and say that I seemed like I was in trouble, or it was an "in character" assistance, or something like that. I just let them know I don't need their help, and if I die it's my own fault (which is my universal policy), and if I need a team I'll form one. Once or twice I've gotten into a morality argument about people in trouble and there not being time to ask for help. I advised them it's best to always ask, because jumping right in is frowned upon, and you don't know the other person's motives. They could have it under control even if you don't think they do, or could even be TRYING to die.
If I'm ever in a situation where I think I may be at fault, or perceived to be at fault like if we both attack a group about the same time, I'll stop attacking, apologize, and move on. That way I can avoid any conflicts and let them know it wasn't intentional.
Generally, if you explain what's going on, people will listen. If you're polite about it, they'll pay attention to what you have to say. And it's good to educate new players on CoH ethics, especially about things that aren't written in a textbox anywhere.

I'm a bit confused by some of your terms. You seem to be using the term "non-NPC villain" and "minion" interchangeably on some places.
Or are you talking about a player actually being behind the so-called "main villain" and each "minion"? I can't see myself ever doing anything like that.
Such "hide & seek" might be fun if you had enough people interested in looking for you - but what if no one comes?
It also sounds like a lot of annoying chatter ("taunts") in broadcast that people not interested in hunting for the PC villain would detest.
All in all, I think this idea needs a lot of refining, but it doesn't sound like a mini game I would want to play. -
