Best attack chain would be Blinding Fient->Attack Vitals. Sweeping Strike and 1k Cuts will do a good deal of AoE damage. Also switching targets to maximize cone damage will help with gauntlet aggro.
tbh, I am not sure exactly how the atio proc works in a toggle. I assume it checks every damage tick, but it could also only check every 10 seconds. I figured that you will be cycling through bf->Attack Vitals, and won't be spamming one attack often enough, so it should go into a place that will have a semi constant pulse of proc-age. -

So I got on my Peace Bringer today, forgetting that there were going to be changes to them. (Did I just miss them on the patch notes, or was that left off).
Anywho, I log in to my PB and he is already in nova form and I have another bar above my 3 normal bars, with all 4 of my Nova Form attacks up there. I think " hey that's cool, I no longer need to bind 500 keys to switch my trays around" so I unbind my binds.... Then I go into a fight, switch into nova and guess what.... >.> I still need all my binds because that silly fourth bar does not use the number bar to activate attacks >.> so I had to rebind all my binds again -_-
How is that bar helpful if you cannot use the keyboard to activate the powers? Do the developers click their powers instead of using the keyboard? Or does most of the population do that, so they figured it wasn't necessary?
*Also, not only do I have to switch trays anyhow, that 4th tray now just sits there, making fun of me, mirroring what I have to do on the bottom tray -_- -
It really depends on your internet speed.

Its better to run and hide for the crash, than hope that the mag 3 will hold everyone (you will prolly miss, and mag 3 won't hold a boss)

Phantoms would do Psi or smashing/energy, cims lethal. Cims can crit and have that nice -def debuff. Phantoms knock things around. Phantoms have a better buff, if you go radial. Other than that, no reason to go for anything other than Cims if you only care about damage.

Do whatever you think is best. There is no wrong way. If you waste them doing something silly (like getting the costume pieces :P ) you can always earn more.

Yes, it will proc on you. It only fires on you when in melee range but will last for 120 seconds.

Check the conditionals.
The PvP regen actually will always work on you because it's flagged Self. The other half of the conditional is the PvP zone check, but city of data filters that out and changes it to the icon. The heal and endurance affect the target (which may be self if the power it's slotted in affects self), will only be able to proc on a mob if it's friendly to you.
Every proc in the game got a pass like that. It was a little later than I remembered, though. I just verified that the change happened in build 1950.201102010039.0 -- aka Issue 19.5. Not quite as far back as I thought, but still well over a year ago. I doubt you'll find any documentation of it, official or otherwise. -
Unspeakable Terror: Chance for Disorient has a 2% chance to fire. And it is either mag 1 or 2 and only lasts for a few seconds.
In other words... It is useless. -

Yeah. I don't know where you are getting your information, but I have seen Panacea proc onto mobs...
I have not heard of any 'proc' fixes that kept things like Perf shifter from effecting mobs. Issue 14 was a very very long time ago. Can you find documentation for your claim? (your's would be easier and cheaper to check) -
Putting procs in RttC will effect the mobs (numina's, panacea, any others)
I would assume same with Invince, but I'm not sure. -
Installing from a CD/DVD will be faster.
It will still have to patch up, but that should still be faster than a fresh download/install.
The reason stage 4 seems to take so long is it is broken down like this...
Stage 1: Character creator and store
Stage 2: New player tutorial
Stage 3: Atlas Park / Mercy Island and associated content
Stage 4: All remaining content
Stage 4 is literally 80-90% of a 4+ gb game. That is going to take a while. -

I think it's a good idea to test out. They do have bodyguard and all the other benefits with very high defenses and resistances for the pets. It's like bringing a team of scrappers in while you're a tanker.
A Demon Prince has 963 HP at level 50.
A Scrapper with no accolades or bonuses have 1338 at level 50.
A Mastermind has 803.
A Tank would have 1874.
That is a massive difference IMO. Even if you are at the soft cap, you will eventually get hit. A tank or scrapper can easily shrug off 100, 200 even up to 500 damage with out much threat. A mastermind cannot so easily take a few hits like that (I am not forgetting about bodyguard mode). You would have to constantly heal pets to keep them from dying, to keep yourself from getting overwhelmed. Also, pets are pretty frail. They do not have the one hit KO coding that players have. You have to work to keep aggro off of pets and on you. Masterminds can get mezzed :/
I am not saying masterminds themselves are frail or dumb. They are amazing and can do some pretty cool stuff. But to compare them to a tank is to forget about what a tank can do and exaggerate what a mastermind can do. A tank is supposed to take damage, dealing damage as a secondary. A mastermind is supposed to deal damage with a supporting role as it's secondary. -
But by the time you have that much stacked... the target should be dead and the debuff is moot.

Unless you have a boat load (thinking greater than -200%) -recharge is not that effective against most mobs. Same with -recovery.

Dead mobs don't need anything else. -

Right click the slot you want to put an enhancement in, pres '+' the number of 'modifier' times you want, then select your enhancement. -
Press + in the enhancement selection screen.
Also, you can type in the level you want in that screen. Right click a slot, type 3 and then 0 then click the IO you want, and it will be a level 30 IO.
