For particular, I have no idea who told you fire/kinetics controllers were good, but unless it was over a year and a half ago, it has no standing. Controllers can be devastating builds in PvP, and some are better at zone than duels/arena etc.
They can also exist as disruption/support instead of damage. Things like Earth or Grav/TA controllers can be extremely annoying to enemies. While those such as Ill/Empathy can be great at buffing and aiding their teammates.
What exactly are you looking for in a controller?
As for elec/elec blasters, I wouldn't even try it. As far as I know /Elec can still be made to sort of work, but there are better secondaries such as /Energy /Dev and a case can be made for /MM.
Elec/ really offers nothing in a PvP environment, sub standard damage along with a secondary effect that can be be used to greater effect on a different AT.
If you do want to try blasters I would suggest Psi/ or Fire/
There are several posts around here with builds for various ATs and Powersets, I would take a look around. -

Mind/Fire would be the most effective.
The Sonic/Therm will still be really nice.
The Kin is pretty bad, mostly unplayable.
The Ice/Rad I would not use because Ice is bad.
The storm can still work, though dark/ does suffer from not having aim. -
The technical problem is you cannot attack two objects to the left hand.
Shields is a left handed object, which negates the use of katana/spines/claws. -
I only ever got hit with it in zones. I was most familiar with it when on my stalker to be exact, and I didn't survive too long with it and a team of heroes on me.
But Im bad so theres that. -

The KB protection isnt so bad, just gets expensive. No Glad pieces needed.
Karma in Stealth/Invis/CJ
Steadfast in WoP/DE
Zephyr (Where it gets expensive) in CJ/SJ/SS -

I'm curious to know what kind of accuracy should one be packing in a build. I too had began to wonder off on the pvp side of things. With the annoyance that those widows and stalkers bring, I built my kat/regen with as much +acc as I can cram in a build. But if you're saying that tactics or FA is enough, that could save me some power picks and slots to play around with.

Meh, theres a difference between spelling errors and grammar mistakes that can lead to misinterpretation of sentences.
For the most part, punctuation is negligible, while spelling is of most importance for sentences to make sense. -

For some reason the devs decided that kins having unsuppressed movement and granting it was a bug..but only in PvP. -
