Those GMs need to be helping people who actually need help. Petitioning a knob goblin doesn't need a GM response. Look at the logs, say yea or nay, put the goblin in timeout, and move on to the next petition.
There are more players in game than in a very long time - and more players means more petitions - and they institute this policy NOW??? I could understand it if it had been there since the beginning of the game, but it has not. We have survived for seven years without a GM response to issues that don't need a GM response. -

No, LFG is not broken. People are just not using it like they should to form automatic groups. People are stuck in the iTrial/TF mindset of preforming for performance.

The OP didn't say level shifted enemies, the OP said "shifting enemies to higher level than 50". I guessed that this meant via the notoriety contacts. Level 51, 52, 53, and 54 enemies still exist in this level-shifted world.
If the OP means actual level-shifts, then I have no idea because non-50s can't fight level-shifted critters. -
When PS fires and every ten seconds after that. Since it's 20 seconds long, you'd get two chances for it.

Higher enemies means more XP.
I have no idea what the actual numbers are, and a cursory search in player guides subforum didn't result in anything. -

I always feel so bad for people who play the game on such low graphics. I would give you all decent graphics cards if I could. You poor people. This game is so pretty on higher graphics settings.

On Beta, you could trade in one of the Paragon Reward Merits (those things you use to go from Tier 1 to Tier 9) to get 5 packs.
A LOT of people were planning on only using those to get the Super Packs.

Besides, Statesman didn't die until a player reaches LVL 40. There is no reason for him to be removed from the game as a whole.
2) He will be removed from the game as a whole, starting in Issue 23. This is a furtherance of the game storyline, not just the "level progression timeline". All content related to Statesman being alive will get a rewrite. -

You cannot get duplicate costume pieces or Black Wolf. The card will reroll within that rarity until a non-owned costume piece/Black Wolf drops. (NOTE: This is only supposition, but the only other option would be that it would reroll within that rarity's costume pieces, which would mean people would get the costume pieces far quicker, so not likely.)
Everything else (including ATEs) is repeatable. -
