If you think it's because there's not enough demand for them to be ported, start a thread in City Life, nicely asking that all the rifle modles be proliferated to all the sets that can use them. Mention that they may not have done it becuase there's not enough demand, and ask players to post in the thread saying that they'd support this proliferation.

I'm just annoyed that I got a Very Rare in one of my packs that it's impossible for me to use without spending more money. The Rifle should be useable at least by Assault Rifle (which is available to all accounts), and probably to Arachnos Soldiers too.

I've been on this for a long time. I asked about this at the Pax Prime Panel QA last year and was given some excuse along the lines of "it's not as easy as just porting over the gun model... but, maybe.". It really sounds to me like "there's not enough demand to make it worth our time.".

Porting weapons to SoAs isn't as easy porting between, say, Beam Rifle and Assault Rifle. Huntsmen have two "rifle melee" attacks, Pummel and Bayonet, and the animations for those need to be taken into account when selecting weapon models for them.

The animations for every single power in the set have to be worked on, otherwise we'll have issues like bullets firing from one location while the weapon is being held in a completely different spot. That's why it took so long for us to get power customization. The amount of work required to redo the animations is close to the same as creating an entirely new power set.
No offense guys but given an either/or choice I'll take a brand new power set over customization any day of the week. Either/or is the problem the devs face a lot. They'd love to give us both but all too often they have to choose between projects.
The newer rifles, steampunk and celestial, are available to SoA so they must be how is that explained? It would be appreciated of from this point forward they made all new models proliferated to all appropriate sets.

Well, I'd guess it's because the Shard Rifle doesn't have a bayonet, and thus the bayonet animation doesn't make sense.
Of course, by that logic, it's darned strange some of the models that are allowed for Soldiers.
All that said, I'd whole-heatedly endorse any change that gives the SoA more choices, especially if they'd add a bayonet onto some of the existing skins before importing them.
Why isn't the Elemental Order Shard Cannon a usable rifle model for the Arachnos Rifle? The Celestial Rifle and the Steampunk Rifle are. My Huntsman is seriously bummed
