Gaussian's SFC Proc and KM?
When PS fires and every ten seconds after that. Since it's 20 seconds long, you'd get two chances for it.

Should only be per Power Siphon activation, since it's a click power. Clicks check once per activation, and toggles check once every 10 seconds.
edit: Or maybe not.

It's actually a constantly (every 1s) reapplying mode set for 20 seconds. This is why it will continue to check every 10 seconds.

Yes, in normal click powers, you only get one chance for activation, when the power is clicked.

PS is not a normal click power though

Can you think of any other powers that might of acted this way? Only one I could think of off the top of my head would be the old swap ammo, but that's a trio of toggles now.

Perhaps Staff Melee's Mode change mechanic?
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
I think they copied Dual Pistols usage of toggles.
Haven't touched it out of protest for them dropping staff mastery for stalkers though.

How would the activation check for the GSFC: BU proc work when slotted in Power Siphon? Does it check-to-proc when PS is first clicked or as each attack modifies the ToHit while under the PS duration?
