Terrify in the Dominator Mind Control set?

Hi,

Does Terrify in the Dominator Mind Control set have a -to hit debuff? One guide says it does, but the Redtomax entry does not mention one. Mids does not show a -to hit debuff either, but the power does take To hit Debuff enhancements.

IIRC No. The ingame power wont accept to hit buffs, and it has no -hit. its just Mids that lets you slot it as if it could.

Siphon insight is a -tohit debuff set slottable in terrify in both doms and trollers, not certain if the power actually does -to hit, but the bobuses were handy.

It will only grant the -toHit debuff if the power can be slotted for that directly.

Ok, so it appears the power does not actually have a -to hit debuff but will take enhancements for it. Sort of odd, but OK. A Fear power without a -to hit debuff seems much less useful than something like fearsome stare that has a -to hit debuff.

At least Terrify does damage or there'd be little reason to take it. You can use it to carve away part of a spawn or lock down an ambush, but kind of useless (except for the damage) fired into the main fray.

So if I slot Cloud Senses (look at the set bonuses to see why!) into Terrify will the chance for Negative damage proc fire? I'm going to do it anyways, just wondering if anybody knew.

I don't know for certain, but I would think it would fire. The other set bonuses would also apply.

The accuracy, endurance, and recharge bonuses would also apply.

The To hit debuff bonuses would not, since there is no to hit debuff to enhance.

This is my understanding how it works.

Hmm, I went over the Dominator list and found a similar thread with the statement from JuliusSeizure that the proc would not fire.

My earlier statement is an assumption, since I couldn't think a reason the proc would not fire. Sorry if I led you astray.

This is a common view of fear as a control...but I would pose that fear acts more as an unofficial -rech/interrupt in a fight. Fear allows one reaction to damage, then reapplies its cowering, if the mag/duration is correct. This means that even in the heat of a fight the cowering punctuates counterattacks as the NPC's are forced to come in/out of their trembling. It's not as potent as a full hold, but it is worthwhile. This is especially true if used on a crowd that survives on an opening volley of AoE. In that case, they will mostly tremble while your AoE comes back. Even struggling between return fire, they aren't giving the full, continuous fight they usually could.

It also works as a sort of proactive anti-runner mechanism, as a runner with a fear effect on them is forced to a full stop to tremble after 10 seconds of trying to make a getaway.

Basing off carrion creepers, procs only seem to fire when an attack does that type of 'effect'. So a -tohit set proc would only have a chance to fire when an attack with -tohit hits.
I doubt, aside from pets, this would ever matter besides in terrify.

Set bonus works different. Completing a set grants that bonus, no hit is required to trigger the effect.

Terrify is good though. Decent enough psi damage. It breaks up attacks incoming. You can also put an ragnork +knockdown proc in there, I find it fun scaring them and knocking them over as in fear.

For me Terrify is the perfect "mule" power. It takes a 6 set Cloud senses which grants a very good recharge bonus and a very good ranged defense bonus. Since these are the two goals of my build it's an "I win" set. The bonus is, of course, it is a ranged area attack that can work to both do a little damage and possibly delay the hordes of minions that are way below my comfortable range. I want my mobs at 60-80, and depending on which Alpha I take possibly 80-100. This gives me a nice tool for soft control inside 60 panic, while working towards the overall build.
