If you unlocked them BEFORE Freedom, they will remain unlocked even if you don't buy the unlocks.
AFAIK, after Freedom requires the unlock purchase regardless of what level your other character(s) is(are). Unfortunately, I don't have a Premium account with a character above 20 who wasn't already above 20 when Freedom launched (thus having the "grandfathered/legacy unlock"). My post-Freedom Premium account's highest character is 12 and I haaaaaaaate playing it because I am missing all my goodies. *shudders* -
Foreshadow is a hunka hunka.
Maelstrom's crappy attitude totally ruins it for me. If he never opened his mouth, or only ever said "Yes, dear," I would upvote him. -
Keep in mind that you can't even create either one without purchasing the unlock first (two separate unlocks for soldier and widow). (Mastermiine is a new-ish preemie player.)

Yes, it is a superhero story. Mercedes Lackey plays City and was inspired by it. So it's almost like fan fiction (but not set in NCsoft-owned IP), which makes me giggle.

You didn't say what pieces you got, so here's a link that shows all of them, with the ones that are in odd places marked out (the rest are found in obvious sections...I have only opened one Super Pack so can't update with pictures/details like the other costume bundle pages):

Wait, wait, wait. I've seen it twice in this thread now. Babylon 5 went on too long? What? Five seasons is too long?
The show was actually written to specifically span five seasons (corresponding roughly to the five years prior to shut-down), so it wasn't even like they were even pulling another season out of their butts. I don't understand how B5 went too long. -
So, just to reiterate, you're calling ((either Positron or BABs, I cannot remember at this point and I cannot find the post)) a liar when he said that certain people would have to leave the company before ya'll would be able to sell the collector's stuff?

The I22 pigg files are so different than live that I'm not surprised it wants you to redownload everything.

Note: the character creator will only accept the file if: a) your account has the pieces listed in the file Unlocked; b) the pieces are all of the same gender; c) the pieces match existing costume choices for the version of game you are playing (IE: Beta pieces may not be available in Live).
You can change anything in a .costume file with impunity. You cannot, however, apply an invalid costume/piece to a character and run around in game with it on. This is exactly what I said before, and exactly what I have quoted you saying. So if you thought otherwise, you misread me. -

.costume files are just a saved-to-disk text file that lists what your character is wearing from the bajillion parts in the character creator. It has absolutely no bearing on what is seen in the game.

The OP isn't talking about any arcs (and you can ignore the Shining Stars arcs by not talking to Twinshot). They're talking about the stupid little "go visit the Hero Corps Analyst" "go visit the Bloody Bay PVP dude" missions that EVERY SINGLE CHARACTER has to go through. There are no badges for them. Whyyyyyyyyyy does every single character have to go talk to the Hero Corps Analyst? Whyyyyyyyy does every single character need to learn about PVP? Those are meta game concepts and should only need to be done ONCE, because after doing it once, the player's meta game information has been filled in.

There's a thread in player Qs about it. They mentioned it on Facebook that they're aware of it and looking into it. Of course, possibly because they can't get the forums to work right, they havent' made any kind of mention of it here ON THE FORUMS. (You know, where a very large portion [and by very large I MEAN ALL OF US] of their forum users exist.)
