Can a Archnos spider/widow start in Praetorian?
Nope, they have to start as villains. They can't even start in Paragon as heroes, much less Praetoria.
Same deal with Kheldians, but they have to start blueside.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
Then can I switch em to hero? and whats better AW or AS? And why and better aoe and more fun?
After level 20, you can switch sides just like any other AT (if you have the side switching ability unlocked or buy an alignment change token).

"Better" and "more fun" are a matter of taste. If AoEs are your main concern, go with a Soldier, then make him a Crab Spider at level 24 (before that you'll basically just be a guy with an assault rifle, some grenades, Leadership-style buffs, and a dream). At that point it can be all grenades and flailing laser-shooting spider-legs if you want.

Keep in mind that you can't even create either one without purchasing the unlock first (two separate unlocks for soldier and widow). (Mastermiine is a new-ish preemie player.)

Can't you still unlock them by leveling a villain to 50? Or did they change that?

Issue 17 lowered the requirement to level 20 to unlock EATs.
Then Freedom launched.
i'm not sure if you still have to hit 20 as a VIP to unlock them now.
Dr. Todt's theme.
i make stuff...
If you unlocked them BEFORE Freedom, they will remain unlocked even if you don't buy the unlocks.
AFAIK, after Freedom requires the unlock purchase regardless of what level your other character(s) is(are). Unfortunately, I don't have a Premium account with a character above 20 who wasn't already above 20 when Freedom launched (thus having the "grandfathered/legacy unlock"). My post-Freedom Premium account's highest character is 12 and I haaaaaaaate playing it because I am missing all my goodies. *shudders*

Looking at paragonwiki it says reaching level 20 if you're a VIP.

My Premium account unlocked Khelds before Freedom launch and still has access to them.

I guess someone could make a new VIP account and level to 20 to see what happens.

If you don't have the ability to create a Praetorian, you can't use the Pocket D entrance, but you can still sneak in, though it's much more difficult for a low level character. If you go to Talos Island or Sharkhead (I think), there's a portal that will take you to Underground Imperial, near the entrance to First Ward. Underground Imperial is a Hazard Zone, so the spawns can get fairly large, and it's a level 10-15 zone, so at level 1, the enemies will con VERY purple. It's also a fairly long walk to the Underground Access points. These will take you up to Imperial City.
Imperial City is a level 10-15 city zone, so the spawns will still be far above your level, but generally smaller and more spaced out. It should be fairly easy to get to the train station, and from there you can go to any of the Praetorian city zones.
As a Primal (ie, regular Hero or Villain), you won't be able to use any of the contacts, not even the ones that give generic repeatable missions. You will be able to use trainers, stores, etc. You'll also be able to join native Praetorians on their missions, except for the single-player morality missions. Once you're high enough level for First Ward (level 20+), you can go there and get missions from the contacts as any alignment.
