You can. When you start the installer for Beta point it to the folder where you put the copied files, let it run a short time to create the registry entries and then cancel the install. Then run a Repair.
I generally point it to an empty folder and let it start the install and let it run a few minutes, cancel the install and then copy the folder over, then run a Repair.
Just remember, the Beta install may be making significant changes to the files so it may need to download a rather large amount to get the assets correctly updated. It did this before the NCSoft Launcher was introduced as well if there were significant changes in the files.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Hmmm not sure what im doing wrong since when i cancel the ncsoft client deletes the folder
EDIT: Ok i copied everything again into the folder. Ran the ncsoft client as admin did repair and it still wants do redownload everything. Tried deleting the checksum and repairing again. Still have to redownload everything.

The I22 pigg files are so different than live that I'm not surprised it wants you to redownload everything.

I remember being able to copy my coh folder and just updating what i needed for beta/test.
I tried doing that just now and it wanted to redownload everything.
