Elemental Council Costume Set- Where to Find it?

You didn't say what pieces you got, so here's a link that shows all of them, with the ones that are in odd places marked out (the rest are found in obvious sections...I have only opened one Super Pack so can't update with pictures/details like the other costume bundle pages):

Find Collect on the nav menu in game, then pick Superpacks -> Heroes and Villains. It shows where each piece is located in the costume creator.
They ALL float down here. When you're down here with us, you'll float too!

Also, it's Elemental Order... not Council.
The really tricky piece seems to be the top, which is considered a robe. This makes some sense once you realized that it's a longish coat and the belt goes over top of it... like the belts do for robes. So that's why they put it there.

Hey guys, I just got a few pieces of the Elemental Council set,and I tried creating a new character with them, but I can't find them on the creator.Does this mean I can only access it with an already-created character (and to use it on new ones, I have to "deploy" them) or the Elemental Council set does not have a specific category?
BTW the set I'm talking about is the one that comes on the Super Packs.
