I really like the fact that I can sell my recipe drops for lots of inf. Your goal, (I am not sure if these things you've suggested would actually achieve your goal), is tantamount to both a slap in the face and a robbery to me and others who make our money by selling our hard-won drops on the market. Why should I and other players be punished just because you don't defeat enough mobs to get good drops?
Next, the Devs don't seem inclined to think the market is broken in the way that you do, so it's not clear they would be involved in any public shaming of the people who pay the costs for the Devs to have jobs.

But remember, that WP has very little defense debuff resistance, so it doesn't take to much -def to crash your defense. Then your other methods of mitigation have to pick up the slack.
Remember that inspirations drop frequently. Purples last longer than greens.
Running a WP with a tray full of purples is very nice. Here're some binds to make purples

I think that a personal market cap would help a great deal and not effect other players and their market experience very much at all.
The Devs should cap the prices for my global. The server could just manufacture w/e difference between the actual listing price of an item and my market cap and pay that to whomever I am buying stuff from.
I get the cheap purples and PvPIOs and the market doesn't get broked from universal market caps.

If the booster pack allowed for some sort of private base--perhaps with some limited storage—maybe one salvage and one enhancement rack or something—limited transporter access—maybe one or two TPs—and then maybe a choice of either a med bay or empowerment station, it would open the base experience up to a very wide range of players.
It would help if these private bases were accessible from the larger SG bases so that members of VGs wouldn't miss out on the benefits. Instead of actually adding it to the base, it may be simpler and cleaner to put only an entrance to all the private rooms in a VG base. You would click on the entrance to the private bases and then be able to choose which one you were going to enter—your own or one of your team mates or one of you VG mates. -

How exactly is that horrendous? It quite literally takes longer to SUMMARIZE it than it does to actually DO it.
It's spelled out in excruciating detail in the HOWTO with the thought that some readers may not be very computer literate. So it's best to stick with simple, but exacting instructions.

Bases are, ostensibly a COMMUNITY resource. Adding all sorts of *schwing!* in there for a booster? How do people who don't use the booster use the stuff? How do they perceive this stuff if they can't use it? If one guy buys it is it good for everyone in the SG? Or do you have people without it become second class citizens?
And another part would be to allow for a demi-base of sorts for toon w/o a SG, perhaps with some sort of limited storage capacity, and with some other perks similar to current bases but lesser ones. -
One could use the difficulty slider to alleviate this problem.

As has always been the case, all farming for drops is always most efficient at the lowest practical difficulty (usually +0 due to the undesirability of lvl 49 drops). The people who fight at +2, +4 or whatever are either PLing or banking prestige (I suppose they could be farming influence/infamy, but not efficiently -- they'll be losing out due to the slower drop rate and the very high inf value of drops) or just taking on a challenge for the fun of it. Nothing wrong with that, but it's demonstrably not the best rate of drop production.
Also, now with the level shift, +0 mobs now bounce away from my KB like -1 mobs. So, +1 is helpful in that there's less walking for me since I don't have to chase stunned mobs who have been thrown across the room. -
