I haven't seen any hard evidence but it appears to be relatively short assuming that no one is watching. Normally if you go around the corner and kill another group or two by the time you get back the first group will have respawned. Conversely standing around in the area where you killed a group seems to prevent a new one from spawning (i.e. kill a group then go make a sandwich, they won't respawn and kill you).
The big exception I've seen to this is the sewer entrances in some zones which do seem to spawn groups directly into combat. -
It's an interesting idea, however I think that your version is way to powerful. A 70% boost is better than everything in the game except a triple-aspect purple or a HO slotted in a power than can use three aspects of it (both of which are extremely hard to use effectively). Having that sort of power in a generic IO would be IMHO a bit to good.
I can see why you made them better than "regular" purples. Since single aspect purples provide the same bonus as regular dual aspect level 50 IOs but without the possibility for set bonuses generic purples would probably need a slight boost to make them generally useful. Personally I'd set them at about 58%, better than a regular single aspect purple but still worse than a dual-aspect purple. -

Of course the queue system in issue 16 should eliminate the need to do that.

Also both the Mac Pack and Super Booster 2 come with special capes that can be used by any character without doing the cape mission.

You might also look at the 'Slow but reliable?' thread I posted a couple days back. Don't want to bump it because this stuff seems to get outdated fast, but there's some great advice there. I've been making about 5-10m a day in 10 minutes worth of marketeering based on what these guys told me.
Now, if I could just find a efficient way to get Merits for LotG+Rch or Numina's +/+ without having to solo strike forces.. -

For Gold Recipes the 40-45 is considerably better than the 46-50 range since there are a number of expensive recipes that cap out at 40 (for example Miracle: +Recovery). The 35-39 range only adds two recipes that aren't in the 40-45 range but they're ones that are at least moderately valuable so people tend to like it.

I think you'd do ok. Dark Miasma is a good set that combines defensive buffs/debuffs with a few useful offensive debuffs. Similarly Dark Blast has decent mitigation and control. You definitely won't need Pain Domination since what little damage you take will be easily covered by Twilight Grasp.

Basically your powers are 80% effective against +2s and 65% effective against +3s. So smoke grendade should get you to the softcap against them except if they have a resistance to To Hit debuff. -
Farming can produce high levels of Inf. For farming non-AE content the estimates I've seen is that about 1/3 of the Inf is from actual Inf drops, 1/3 is from Purple recipes and the last 1/3 is from selling salvage and other recipes. I have no clue how accurate these are but there you have it.
AE tickets can be converted into Inf in two ways. The first is using them to buy salvage and selling that on the market. Rare salvage can generally be sold for up to 1 million each. Uncommon is a little more variable, I tend to buy it for under 100K but I've seen prices go up to 200K for short periods. Common salvage is even more variable and since it's a random roll less reliable as a means of making income although in general Arcane common salvage is more valuable than Tech commons.
The second way that AE tickets can be converted into Inf is through random recipe rolls. If you do Gold Class Rolls the 35-39 range is generally considered best although there are also strong arguments for doing Bronze Class Rolls instead since they are significantly cheaper.
Similarly Merits can be used to roll a random recipe for 20 merits each. The table used is the same as the Gold Class Roll so again the 35-39 range is best.
Finally it is possible to make money from the market itself. There are three general ways of doing so. First is flipping. Since the price of most items fluctuates over the course of the day and week it is possible to put buy bids to buy at the low point and then relist them to sell at the high point. You won't get rich doing this but you can make a steady profit for a few shinnies.
Secondly you can craft and sell common IOs. As long as you stick to popular IOs you'll make a slow but safe profit. The downside is that you'll need to get at least one memorization badge and probably several which does require a bit of starting capital.
Finally you can craft and sell Set IOs. Generally the price of a crafted IO is significantly higher than the cost of recipe + salvage + crafting cost so you can make large profits. However this requires the largest starting bankroll and you can lose a lot of Inf if you make a mistake. If you roll recipes with tickets and merits it can similarly be more profitable to buy the salvage and craft them than selling the basic recipe. -
Although really, who buys uncommon salvage for 350K each? Even with the high prices you don't need to pay more than 80K and most of them you can get for less if your willing to wiat.

The basic Psi, Dark and Electric shields are resist based across all ATs in the game, and Energy Aura didn't exist back when Defenders got Power Mastery so they simply went with the armor that "fit" which happened to be Resist based.
If Defenders ever got an Ice or Earth themed APP they would get Defense based toggles... because that's what the basic Ice/Earth toggles are.
The other thing I'd add is that for the APPs/PPPs that do provide defense based shields to squishes they are all damage type based rather than positional based so Stealth Suit is still problematical there. -
Well the rep farmers have driven the value of rep down so much it's not worth flipping anymore.
