Smoke Grenade and Defence
Quite honestly, I haven't kept up whether or not they handle tohit debuffs differently when I last checked a few issues ago.
Assuming that the mechanic is somewhat similar to what I remember, tohit debuffs are *roughly* equivalent to boosted defense to you (and more effective against Lts, boss, EBs than minions), smoke grenade is -4.9% tohit debuff without anything in it, and about -7.8 tohit debuff maxed out. That should easily get you over the top in covering ranged defense.
Smoke grenade's tohit debuff requires a to hit check ironically enough, though it's -perception is auto hit. For your build, just slotting it with just 1 accuracy should be enough, or you can max it to get set bonuses or benefit your teammates more.

Basically your powers are 80% effective against +2s and 65% effective against +3s. So smoke grendade should get you to the softcap against them except if they have a resistance to To Hit debuff.

Ok, here's what I'm working with right now. I'm level 25 atm so it's all hypothetical at this point.
With 52% global acc and Targeting Drone I think I can get away with not putting any acc in Smoke Grenade (assuming global accuracy carries over to the power....does it?), since for some reason it doesn't take Accurate To-hit Debuff sets. The Ragnarok proc in Caltrops is there because it amuses me.

Yep global accuracy carries over to Smoke Grenade
Changing Smoke Grenade for Taser and moving 2 slots from CJ to 6 slot Taser with Stupefy would allow you to break soft cap and get a little extra global recharge. It would also allow you to stack stuns vs. bosses. Ultimately the Smoke Grenade approach might be superior as defenses gained from Cloaking Device is halved after being discovered.
Doh, forgot about the defense suppression in Cloaking Device. Unfortunately moving the slots from Combat Jumping will remove the +regen and +HP bonuses, to take a power that I will rarely, if ever use. The way I'm playing the character Taser doesn't really fit.

Just a personal thought you may want to invest in some AoE defense as well, that was a mistake I made when I was building my first defensive blaster. Range only covers range, not ranged AoE's.
Easy to get a quick 6% more with BotZ.
Also, I know mids hasn't updated PvP IOs, but you should try to find away to get that 3% PvP IO unique.

Yeah, if I had two more slots they would go to BotZs. But I don't. I had them in the build, but then I pulled them out.
And if I had a spare 1.5 billion inf kicking around I might invest in Gladiator's Armor. Again, I don't. That IO is the biggest tease in CoH history.

Oooo, that's not bad. I keep forgetting Numina's has a def bonus, I always fill Health with uniques. A bit less recharge, a bit less +HP, a bit less regen, but nothing major.

I'm working on an Archery/Devices blaster, and I've managed to get my ranged defense up to 43.3% or so in Mids. I can't seem to get it any higher without either performing some silly build acrobatics (translation: making a gimp or unfun build), or spending a gazillion inf on a Gladiator's armor unique.
I have worked Smoke Grenade into the build, as a means to compensate for the less-than softcapped defense, but since my search-fu is weak, how much does the to-hit debuff scale down when fighting higher-con/higher-ranked opponents?
