What about players who do not have "mega judgement" (or even no I-powers at all)?
There are some of us out here - more than a few from reading these forums. Not everyone has been grinding thru the 2 trials. -
I have to agree with all the others here that shutting down servers will "help" the OP's problems.
And I also wanted to make the observation that this past weekend, I was playing a different MMO, starting a new character, finished the weekend at level 11. During that time, I came across 4 other player characters (IIRC) in the lowbie zones. The only chat I saw was either Guild chat (my husband bought me the account, and then added me to his Guild at level 1) or RMT spam in one of the hubs.
Going by the OP's observations, that game also clearly needed to close down servers - there was no one there to team with in the lowbie zones.
Of course, I'm sure many of you have guessed the game by now (sorry, guys, did I mention that my husband bought me the subscription?). It's rather on the large side, population-wise (subs in the millions, I have been told).
I guess my point is that MMOs try to spread people out, but good MMOs provide teaming tools - CoH has those, just use them.
Plus, I like soloing from time to time. OP's sentiment that "the more players on a team, the better." just isn't the case for all players. -
When I first started playing, I worried about catching civilians in the area effect of my powers (playing a blaster, of course) - so I would carefully try to aim in such a way as to avoid catching them in the blast.

You should probably shoot a PM to Avatea, Zwillinger or Beastyle (redname community folks) about the problem with your login name. Sometimes they read this forum, but it's really for players answering players.

Well, I guess it's a matter of my visualization being different from yours. The animations for Energy Blast work much in the same way I can picture Light Blasts looking.
Though there may be other potential powersets that I may not be able to visualize merely from recoloring. -

I plan on being there - probably with Lady Veridian (in honor of the wedding, as she is veddy British) level 32 Ill/Kin Troller, but I do have alternatives (blaster or defender) who can sub if needed to improve the team make-up.

I'm another one who hasn't tried to gut through innumerable repetitions of the 2 trials to get the level shifts. I am also one of those hoping that the epicness of the Coming Storm won't be gated behind multiple level shifts, unlike GG and some others.
I've never really understood the attraction of extra-large teams running chaotic fast-paced trials or raids (not going to touch the argument between M_B & Z_M on the difference). I guess I'm not a true-blue gamer, because I really don't want end game that looks like this. That makes me a bit sad, because I've had a lot of fun playing solo or small teams, with the occasional 8-person TF or PuG. The game seems to be changing, I'm going to try to change with it, but right now, the new stuff isn't for me.
I guess I was feeling like a super hero before the Incarnate stuff was added, but I guess I was wrong. I was obviously somehow lacking, which doesn't seem likely to change unless I grit my teeth in order to qualify for the addition of new content in the future.
Before anyone jumps down my throat in defense of Incarnatism and Level Shifts and "this is what so many people have been wanting for ages and ages" - I understand that there have always been people looking for epic End Game Raiding. I just wasn't one of them, so the idea that the really kewl stuff that might be added, like the Coming Storm, is gated behind activity that I really don't like is disheartening.
So when I see things like this from GG:

I think having a lower level TF as next week's WST is a very good idea.
With so many folks playing their 50(+1)s in the Incarnate trials, having something for lowbie alts to work on is a good way to put at least a little focus on alts. Changing it to Kahn would just emphasize that the game seems to be shifting to a focus on max level end game stuffs.
Besides, if your concern is getting Shards, as Chaos Creator stated, those will drop for characters who can use them. If it's that the TF takes too long, so a shorter one should be substituted - well, at least for my lowbie alts, a longer TF that gets them more XP is better anyway. -

Repeat because it's fun, repeating on an "as I feel like it" basis? Great.
Repeat to get gear to repeat and do better to get required gear to repeat to do better? Not fun.
This issue is pretty much a non-issue for me. But I'm also afraid that if I don't push at least one of my alts through it, I will not be getting much out of future issues. I'm going back to low level alts for now, waiting to see if the next 2-3 issues have something non-Incarnate for me to do that's new - but I'm not holding my breath expecting it to happen. -

I use someVet Reward costume parts more than others.
I prefer the Demon wings (15 mo) when making a demonic character to any of the recipe wings.
I use the Boxing belt (39 mo) when I need a really over-sized flashy belt (all my characters are female BTW) because of the gap between chest peices and bottom pieces. I despise the rest of the pieces in the set though.
I use the sleek armor (27 mo) on a few costumes, sometimes combined with pieces of other armor sets.
I like the Desire (9 mo) chest piece and have used it pretty often, as well as the belly shirts from that same VR.
I use the Vindicators stylized "V" logo (30 mo) on one character (Violet Psyche) because the curlicues that are part of the logo fit her.
I have 4 characters with a trenchcoat (3 mo) as one of their alternate costumes.
I have loads more costumes from the Magic booster, though. -
So if you want a Dominator in Paragon City, and you are finding soloing in Preatoria too hard, laggy, etc., - go ahead and create the new Dominator in the Isles, rush through the 1-20 content and then side switch. If Praetoria is really that slow, then you should be able to get to Paragon City faster by the old fashioned CoV stuff until you switch.

So sorry I can't be on the TFs for the next few weeks - April and May have very busy weekends, I'm out of town every weekend except Easter (I think).
I really wanted to level up a couple of alts with the Saturday group. -

That's what happened when I19 was announced... and I had so many of my characters stabled in their 40's (what was the sense of getting to 50 when the high-level game mechanics become less interesting to me?). I felt like I HAD to have characters ready to experience the new 50's journey, so I focused my time on getting those characters to 50 to be ready. The destination became the sole focus.
Then, I19 came out and so many of my level 50's had more to do. It felt more frustrating than fun-- I thought they'd already reached their destination, now there's more to do. Granted, I didn't bother with the highest tiers-- just enough to get a level shift then shelve them again. I still haven't even done THAT on most of my 50's, and I only have a little over a half dozen.
Then, I20 preview came and I saw what was to come, and in a good way, it kinda threw me out of the "destination" funk again. I stopped playing my 50's and stopped caring about getting them ready for Incarnate stuff at all. I'm on my long-neglected lowbies again and rediscovering the joy of just playing without thinking of where things eventually go. Some will likely be stabled in their 30's, some in their 40's, and occasionally, I'll break out a 50 just to see what's going on in the incarnate world, but I don't feel compelled to keep up with the latest and greatest to remain at the ever-shifting destination anymore.
I play one of my higher level alts once or twice a week - if the WST is level 50 content, it will be one of my level 50s, if not, I will use it to gain levels on a lowbie in range and get the shiny double merits. But this is with the same TF group that meets on Saturdays I've been TFing with for a couple of years - so it's a social event.
I can give it another issue or two before a serious lack of excitement over Incarnate stuff might make me pull back from the game... -

I don't really see a problem with doing a primary or secondary power respec as a concept under the following rules.
1. You get one primary or secondary power respect in your character's life.
2. You can get the respec at level 10 or level 20 by doing a trial. You can do it once, and never again.
3. You can't change your AT.
Why? Because
1) by the time you get to 10 or 20 you know whether or not you hate the powerset you're stuck with.
My wife gets to level 8-10 and knows whether she's going to love or hate her character based on how the powers play (can't convince her that things will get better later). Ok so we're always in a leveling pact... all the time, every character pair (this is a husband-wife thing--part of having a wife who loves playing COH with me.). So when she hits level 10... and I've got a character that I'm really getting into, and she hates hers... Well, there we go... we sell off everything mail the INF to ourselves and start over. A little frustrating sometimes--but happy wife, happy life... If she could just change that one powerset, and it's usually the primary or the secondary and not both or the AT... well things would be a lot easier for both of us. So I've had to restart umpteen characters because of this.
2) By 10 to 20 nobody's had a chance to level to the 'Good' bits of their character development, avoid the hard stuff, and exploit the system.
3) There's still plenty of time to learn your new powerset before you hit 50 so you don't act like a newb with it on a TF.
I read all the previous posts so you can save any comments intended for my edification on why it's not going to happen.
Seriously, just re-roll at level 10 or 20. It will take about as long to get up to level 10 running missions or sewers, even if level-pacted, as it would to run any meaningful type of trial. -
I'm so pleased by this announcement - I can hardly wait.
I actually want to check out the EU servers - I hear that there's a great community on Defiant & Union, plus I can lurk and try out my very rusty French skills on Vigilance!
