No, you wont have to by both for a total price of $70. You can buy the pre-order, then buy the upgrade when it becomes available... but you wont get any free game time (which you wouldn't get even if you waited and bought the standard retail anyway).
The standard retail does not come with any game time regardless if you buy it early or wait. Only the Complete edition retail comes with the extra game time, and wont be available through the item pack upgrade.

Put a petition in for support to take a look at your account. I just now purchased a booster pack for my second account with no issues, so it may be a lock on your account or something.
Also, make sure you're not at/above your monthly spending limit (which IIRC includes your subscription). You can find that under Billing in your master account. -

The OP is probably just misinterpreting which power is causing it. It's Assassin's Eclipse, not Smite.

You don't need to start over with another archetype (aka "class") - it sounds like you picked either Tanker or Scrapper - those are both great starting-out archetypes.
However, if you start over, you may want to select another ORIGIN ("magic", "science", etc.) so that you get easier enemies to fight initially. Choosing SCIENCE is what is giving you most of the problems, so just switch that one up and see if it works.
(Although, as a SERIOUS altoholic, I recommend making multiples of each archetype, try out a BUNCH of different characters! This game rewards alts!) -

Powers that are automatically placed have different data points than ones that require a reticle click. But since CoD is down, I have no idea what those differences are. -

Congratulations on making your very first character choose the origin with the very hardest low-level dudes!
I recommend trying another origin (natural is nice, Council and such, pretty easy dudes) to learn the tricks of the game. The Vahzilok and their zombies just...well...they suck when you don't have the resources to deal with them. -

Don't forget ambient occlusion, which is a bigger deal even than detailed shadows!

-tohit is "fake defense". 1% of -tohit basically is 1% of defense. This is AFTER all of the calculations are done, though...some enemies resist tohit debuffs, etc.
