I believe that since they revamped the cape mission you have to complete it again to get to the aura mission.

I had the old final cape mission on a character. Ran the mission. Came back to the City Rep and ding new costume option oh and by the way here is a Cape Mission. 
So from that I would say you have to do it again. I also had a character with a cape ding 30 and went to the City Rep and they made me do the Cape mission again too.

Yes, I had to run the cape mission again. . .and then I got the aura mission to run.
It was worth it though. I finally unlocked my Spine/Electric's Halo

Hello all.
I am deeply puzzed and hope someone can help me. I dinged 30 today on my Spines/Elec. After training, and slotting my accuracy IO in her shiny new power, I sallied forth to the city rep to get started on her aura mission.
I clicked on her, and she got me started all right....although I was wearing my cape, she started me on my Cape mission!
I mentally went through a check list....(1) level 30, check, (2) have done cape mission, check (3) Have slot open for the aura mission, check.
What am I missing???? I filed a petition ingame but have not heard a peep from anyone which is odd because in the past whenever I have sent in an ingame petition there is only a very short wait time.
Anyways, if anyone can tell me why I can't get the start for my aura mission, what I forgot to do, I would appreciate it.
