Do it on the Test server first.
You can copy over enough toons multiple times to have enough Inf and Merits to get all the recipes you want from Merit Vendors.
You can then respec infinitely since 'buying' a respec on Test does not actually charge your credit card.
You can then test your new build in real time on Test and decide if you like it or not.
Also, before you respec, use up all your builds. -
You're going to mostly encounter the new and high soft-cap in Forces and Trials that require teammates, who almost assuredly will provide if not enough DEF buffage to hit the cap, then the mitigation needed to survive not being at the cap.
The only people for whom this is problematic are those who want to solo the Trial or Force either as a true soloist, or, they think they can split from the group and do their own thing safely v. 15 +4 Bosses for an extended time.
The new cap discourages that... rather purposely. -

I expect an uptick in marketeering with the new Incarnate Slots encouraging the use of the freespec that most assuredly will arrive sometime in April.

Frankly, I'd see it as being a bit more of an undertaking than "regular" power customization (and part of why we haven't seen epics added, either.) Setting up customization for powers that might not be there from one time to the next, between respecs and multiple builds? It's one thing with a primary and secondary. Even if someone doesn't take a power, you know it'll be available. A bunch of pools that might not be, and won't be there when you first create a character (or at 20, 30 or 40?)
Yeah, I'd say it's more "there's quite a lot to it that will take time to do halfway decently" instead of "low priority."
