The weekly Strike Target Post from avatea say "Dam Hero", which is correctly the badge awarding for doing Part 2.
But if u look at the other strike targets, there is never the badge named which is rewarded for the target. Like as example for Moonfire it was not "Honory Peacebringer" which is awarded for hero/Vigilantes only but its named the "Kheldian War".
So actually "Dam Hero" could really mean Part 1.
At this point i must say the Weekly strike target is badly described and cause of this it leads easy to the misunderstanding that is happening....

Almost all TFs have a name for it's adventure other than being named for its contact. For example, the name of the arc of the Synapse TF is The Fall of the Clockwork King. See here for a list of the names of the arcs of the TFs.
The original Positron TF was called The Rule of Three and gave the Badge Positron's Ally.
The new Positron Task Forces are called: The Rule of Three (Posi 1) and Dam Hero (Posi 2) and gives out the badges with the same names, and when you get both badges, you get Positron's Ally badge.
There is no misunderstanding on the part of the players, here. A few weeks ago, it was advertised that Rule of Three was the WST. And when it wasn't rewarding correctly, it was switched to Sister Psyche. And so now it's advertised that Dam Hero is the WST. That can only refer to Posi 2. -
Well, remember that TheNet is QA and not the Powers team nor Development. So, it's WAI, as far as he knows.
I'm sure all the Incarnate powers will get a datamined evaluation at some point and several adjustments will be made. -
On the Ustream today, TheNet confirmed that the rapid fire Incarnate procs going off with every tick (and not following the 10 second rule) is WAI.

Yeah, that's what's been said in Virtue TF channels: Posi1/Ruleof3 is giving the WST, not Posi2/DamHero which is advertised as the WST this week.
Of course, the GMOTD is still the notice from 3 weeks ago that says RuleOf3 wasn't rewarding correctly and so SisterPsyche is the WST. -
Pft. We all know that when the zombies come and the doors come down, there will be one zombie who gets inside before the lumbering doors can close. The people inside will kill it, but not before one of them unwittingly is scraped and infected.

Have you tried turning up your UM settings recently? Things are a lot better now than a year ago. There's been a lot of optimizations done server side. On my beast it used to be I simply couldn't run with everything turned up, but now I can, though, I do turn a few things down so that things like Raids don't become slideshows.

I did that once with a character I called Dr. Irony and dressed like a surgeon. When the team leader asked why I didn't heal, I'd say I didn't have any heals, thus, the name. Then I get kicked.
Anyway, to the OP:
"Healing" for the most part is the least desirable buff, since it assumes damage was taken and now needs to be fixed. Tactically, it is much, much better to never take damage in the first place, and other Defense and Control powers do that pretty well in CoH.
However, "Healing" does come in handy in lower levels before toons have all their other mitigation powers (shields, debuffs, controls). It also comes in handy when the team gets in over their heads, or, when there is a foe that bypasses ordinary defenses (e.g., Hami Raids) or there is overwhelming odds (e.g., MotherShip Raids).
The problems with "Healing" and the Empathy set are:
1. The Empath ignores their buffs (e.g. Fortitude) and their attacks (Primary Set) to be a dedicated "Healer". Most teams don't need that much healing, and so, the healer is basically doing nothing helpful most of the time.
2. Non-Empaths, most notably certain team leaders, require a "Healer" to be on their team even though they're just going up normal content. They'll exclude other Defenders in order to get that "Healer"; or, they're planning on engaging in over-their-heads activities like herding +4 spawns and need a "healer" to keep them alive. The rest of the team sits backs and waits for the herd, which makes this tactic *less* rewarding since so many people are doing nothing for long periods of time.

So, besides all the faults of this episode, it's a rehash of a previous one: Scary event is really not-so-smart alien healing AI tech.
And another continuity gaffe: When The Doctor gets aboard the alien ship, they look back through the mirror-portal at the ship... where it's not a violent storm anymore... and through a mirror-portal which has no analogue on the sailing ship side. -
The problem with allowing disallowed badges gained through some non-repeatable event (bug or exploit) is that everyone else who couldn't get that badge will be petitioning the Devs over and over to get it, too.
So, the Devs now have two choices: 1. Remove the wrongly awarded badges; or, 2. Find a way for everyone else to get the badge.
In fact, it was because there was a bug with the awarding of the second set of respec trial badges that the Devs fixed that problem by making so everyone can get it.
The precedence has been set and either solution is fine with me... as long as there is a solution. -

You're a guest on their channel. If it's popular, it's probably because the moderation has been good.
Respect the rules of the owners of the channels. Period. It's their right to moderate how they see fit.
If they're jerks about the moderation, people will quit. But the fact that the unnamed global channel in question is one of the most popular on that server demonstrates the opposite. If it's been tightly moderated and people stick to it, then, people are ok with the tight moderation.
If you're not ok with the moderation, then quit it. Period.
Besides, you say the mods give a warning. That's very kind of them. They could immediately kick. So, doesn't sound like they're jerks to me.
So, go ahead and join one of the global channels advertised as "free speech here!". None of them seem to be very popular, though. -

It's the shadows that do it for me. When I'm on less powerful machines than my main desktop, everything else gets turned down except for shadow.
If you need to sacrifice some settings, I suggest:
Bloom: I already think that the game has too much bloom even with Bloom off, so, that never gets turned on.
Depth of Field is really to simulate cinematographic and photographic effects, which aren't really used that much anymore in modern films and photography except when getting very *artsy*. Playing with it on is very *unrealistic* since the human brain compensates for depth of field blurriness that our eyes see and creates a deep sharp depth of field in our mind. Playing with it on makes me think my eyes are going bad.
Occlusion eats up *a lot* of fps with very little visual gain. It's the first setting I shut off for more fps. -
