A good IO build to fall into the 50-100 million range is going to need a lot of merits, or be a very budget based build. Some builds will be cheaper to IO than others, but my default amount of currency to have on hand before I IO out a build is 1 billion.

Depending on what kind of bid you want to buy an IO on, it might be just quicker to craft it yourself. I would grab 2K-3K in AE tickets and you can random roll the salvage and be left to just get the recipes which will be cheaper.

You have no end slotting in Blazing Aura, Weave, Maneuvers, or Tactics. Unless I missed it, you have no -KB slotted either. I would work merits in their various forms if you want to keep the budget down. Looks like you have 4 LotG: Def/+recharge slotted and in terms of market value, you are looking close to 500 mill right there. The Kinetic Combats can be rather pricey as well.

E-mail yourself using your @global. This way any of your characters on my server can get it. You are limited to 20 e-mails being stored at a time, and something like 100/150 per day. One hyper active day I actually reached the max for the day.

Back in the day when I checked the market forum maybe once a year, the best advice I picked up was using a signature. A signature is something like a two digit number that you use for any item you put up for sale. Let's say you pick 85 because you were born in 1985. When you see something being bought for 5 mil you don't list yours at 5 mil since somebody pretty much will always undercut you. You list it for something like 4,999,985. Suddenly things that sat and sat started to sell for me.

I think the change in Burn for Fire Armor had more to do with Fire/kin not being the farm king than inherit fitness. If anything else, end usage should be more difficult now that you have more powers with using the same number of slots. Saying that, Fire/kin is still one of the cheapest builds to farm with and can do so on SOs. Remember, there are two types of farms. One is to PL others at +4x8w/B and SS/fire/mu brutes are kings at this. There is also farming to get tickets in AE and is easily done by a number of builds since all you need to do is +1x8w/B, or +2x8. The higher diff settings will just make it quicker to cap tickets. Top of the line brutes can hit the ticket cap(1.5K) in under a minute.
Since one will be abusing the market with ticket farming, learning the market is really the best way to earn currency in the game. I had generated something like 4-5 billion from the market alone before I made a ticket muncher. If I was aggressive about it, I don't doubt I could generate 1 bill in a week from just the market. -
Some time ago I think Earth/rad was deemed the best team based controller. I have a level 50 Earth/storm that was fun as hell to level up. All of the Earth controllers you listed will more than work. I do have a Plant/storm that I enjoyed as well and the ride to 50 was very similar to my Earth/storm in terms of fun.
For brutes, /kin is the default answer. Whole VGs were made when CoV hit based around the idea of brutes with /kins. Any other option depends on what kind of brute. A /sr and /shield brute will have different needs than a /elec one. -

Also note that depending on when you start doing the trials you will be either 50, or 50(+1) going against level 54s. As you get the level shifts, hitting things will be much easier. Hitting a +4 is one thing. Hitting a +1 is just normal content.

Dark Armor does not require larger mobs to feed its mitigation either. One target will heal more hit points and more often than Energize will. Further, with just two SOs of heal enhancement, Dark Regeneration heals more than your base HP with two targets hit. -
I would say Claws/sr, but Claws/elec would likely be the one I would pick since of the three it doesn't require larger mobs to feed it's mitigation. I would aim for as much def as you can get within reason, perma Energize, and then whatever attack chain you can get the best DPS from.

IIRC, the redraw time was part of the animation time so the redraw was not a factor when calculating DPS. The animation changes got rid of the redraw factor. This means when you do have redraw it is added on top of the animation time so redraw now is considered bad.

/invul is one of the best high end brutes you can make. Claws is rather good on a brute.

I'm trying to remember if I was getting them on characters who weren't in SGs before I got them into my own personal ones. I do know a player/their SG on Virtue is well known for sending what would seem like random tells about looking for an SG. Like I said, I just can't recall if those characters I were playing where in a SG at the time. I don't get them normally from ones that are.

You do realize more than new players will be playing this game right? Or that starter zones, ie Atlas, tend to have a number of people in them?

They should still offer the boosters, but at 800 points since 800 points = $10.00. I totally understand ala carte being more though. I just don't see the need for the removal of something that is already there.

Due the brutes ability to taunt I just think the brute version of /fire is far superior versus being on a scrapper.

Ice does have one major thing going for it, that it and it's other stepchild-brother Dark Armor share! They're rare to see in the field. So, expect some awe for your persistence!
My first two tanks to 50 will be Dark and Ice tanks.
