After Freedom, brand new VIPs can create and play in Praetoria.
But if they go Premium (f2p) they lose access to Praetoria unless they buy a liftetime license to Praetoria.
If they buy Going Rogue before Freedom, then they will have access to Praetoria whether VIP or Premium since GR will be considered buying a lifetime license to Praetoria. -

What's in the patch notes and Dev info is that freebies can't use the MA at all. At Reward Level 2 (just one Token, so, fork over $15) the free Premiums can play MA, but get no rewards at all. No Tickets for ju!
At Reward Level 4 (8 Tokens), Premiums can get Tickets.
At Reward Level 6 (20 Tokens), Premiums can create arcs.
(VIPs have full access.)
So, in order to farm the AE, you have to have some investment in the game.
*If* there are any other new anti-farming policies whether stated or discovered, I haven't heard anything about it. -
Tar Patch a corner.
Joust Darkest Night to pull them around the corner into the Tar Patch.
Let fluffy further debuff them and tank.
Jump out with Fearsome Stare.
Howling Twilight to stun all but bosses.
Kill them. Kill them to death without them able to hit you.

When I farm for quick tip drops in Dark Astoria, I'd rather kill one boss than nuke 15 minions. Drop rate for bosses is really high.
That's why as warden_de_dios points out, it's good to go to a red neighborhood of a zone where there is typically more bosses.
However, if you're a MM, go to the Council base in Sharks and position pets around the where the spawns run and go make yourself a sandwich. When you come back, you'll have 3 tips. -

It would be like having a piston in a laboratory turn over once proving the concept of the combustion engine and writing an article about it with a picture of a Ferrari.
