Where should I start?
Well if your friends are coming in on the $2 sale then start in prime and not Praetoria, they can't get to Praetoria without owning a copy of Going Rogue.

I'm not sure how GR will work vis-a-vis VIP with Freedom.
I'd recommend trying all starting areas out, let your friends decide what they want. But the new Atlas Park is very shinny. Like very very shinny. However I did like Mr. Graves better than Twinshot. So far anyway -- I've only done the first arc for each.
After Freedom, brand new VIPs can create and play in Praetoria.
But if they go Premium (f2p) they lose access to Praetoria unless they buy a liftetime license to Praetoria.
If they buy Going Rogue before Freedom, then they will have access to Praetoria whether VIP or Premium since GR will be considered buying a lifetime license to Praetoria.

Well they will have VIP access.. I thought in the new issue they get Going Rogue automatically?

Times are tough, money's tight, do you really want yet another monthly bill for an MMO that you could play for free. Sorry for assuming.

Enemies in Praetoria can be a bit tough, they have all the right stuff to really put alot of characters at risk, -regen, -resists, -acc, -def, hold resistant liuts, enemies that heal their friends when they die.
Theres no easy ride.
And it can be a pain. Add in a team, and well, most people don't find it thrilingly enjoyable because the tools to aid you're survival just haven't matured enough to deal with the bigger influx of enemies.
And if your friends want to experience the story? well every so often it will force you a solo only mission, so even if everyone starts out at Marauder, and takes the exact same conversation/story path, you won't be able to do all your missions together.
If you are waiting for free-GR to VIPs, then once you get it, roll a Praet for your own interest, but stick with the i2 tutorial for friends.
A few things to help you make your decision.
- For the Most Part, Just the Atlas Park Missions Are Changing.
This means, that past about level 10, for the most part you will be repeating the same missions you are already familiar with. Since your friends are coming in new, that won't make a difference to them, but it may make a difference to you.
- If You Start In Praetoria, You Can Not Create Or Join a Supergroup Until Get To Primal Earth
Praetorians don't have access to Supergroups. Likely, it is because Cole doesn't want to create a means for people to band together and rise up against him. He already has the resistance to deal with in that regard, and wants to prevent new groups from popping up to oppose his righteous and benevolent rule.
- More Fresh Content In Praetoria
Again, this is not so much an issue with your friends, but may be an issue with you. If you would like a fresh experience, you may want to go the Praetorian route since you haven't experienced it yet. At the same time, this may dampen your ability to answer some questions like, "Where do I go to sell this stuff?" or "Where's the nearest trainer?" that your friends may have. Of course, that's what the map is for, so you can look like a genius to your friends.

Invention Salvage Distribution Charts
When the new issue goes live I plan to create a new character. I haven't played Praetoria yet but I also know the new issue is adding a new tutorial and revamps of the starting areas. If you played beta where would you recommend starting? I know the game pretty well but curious what you would recommend and why.
On another note, I have some new people joining the game since the 2 dollar sale is going on. Its great to get some friends in, but I've told them not to play until the new issue goes live since it will change so much. In the new issue, are breakout and outbreak completely gone?
