If you wanted to level the playing field, I shouldn't be able to get as much defense on a (now useless) /sonic controller as say compared to a /ff controller. And that means you need to index DR curves first to power sets, and secondly...

With that said, given enough Inf, they can be made decent, but that can be said for any build. A stalker can be made decent much more easier for pvp, with a less investment in Inf.

Most of those skills you've listed fall under common sense to those who PvP on other games. Nothing a beginning PvPer wouldn't learn playing a support toon, especially a corr when you're buffing, debuffing and locking target. If your pain doesn't have time to lock the target and buff, that's a bad pain considering Enforced Morale lasts 90 seconds as well as painbringer and WoP; even on an 8v8 team that gives the corr a fair amount of time to lock and spike. -

Yes, I did deliberately leave out Hot Feet. I did so because I felt that I had plenty of damage with the Electric Secondary. Also, this build spends plenty of time at range, where Hot Feet will be nothing but a purposeless toggle. My Fire/Rad Controller uses the heck out of this power, but I didn't see it as essential for my Fire/Elec Dom. -

Really your best bet is that cold/sonic defender *you have it listed as ice/sonic. I hope Im not mistaking this for a sonic/ice.
That build can do well in as well as a defender can do. Someone might be a doll and throw up a build for you but I would go with that. -

Pool powers is where it gets iffy. Zone I would go with Speed/Leaping/Fitness/Leadership and craft the temp phase. Duels Id switch leadership for concealment and pack a few yellows. Team I would go without fitness. YOu can do that with any of the builds but its rough. Thats probably the best route though.
APP, psy has dominate which hits harder than your blasts. And Power as PBU and TF.
There was confirmation on a new APP in the future offering perception or Hiber but that might take 4 more issues. -

As I understand it, the only thing that matters is the magnitude of your kb protection vs the mag of the incoming kb. Active defense provides mag 10 protection. Most of the time I can count on having two of them stacked for 20. A few kb protection IOs boost that up to 36.
Elec has a few points of kb protection but no resists, hence you must build for kb protection.
Invul, though it has similar kb protection has capped kb resist which negates all kb. -
