As for powers thats up to you. I took Mental/TK/Will Dom/Psy Dart. And a case can be made to switch in the snipe.
As for Rad, usually the toggles/AM/RA/LR. Thats all you really need. CC is awful dont ask.
Pool powers is where it gets iffy. Zone I would go with Speed/Leaping/Fitness/Leadership and craft the temp phase. Duels Id switch leadership for concealment and pack a few yellows. Team I would go without fitness. YOu can do that with any of the builds but its rough. Thats probably the best route though.
APP, psy has dominate which hits harder than your blasts. And Power as PBU and TF.
There was confirmation on a new APP in the future offering perception or Hiber but that might take 4 more issues.
