Need a Good Support Set, Help
I like Thermal because it does just about everything. Res shields, buffs, heals, rez, debuffs, ally mez protection. It also does all of those things fairly well.
There's a great many things that could fit this bill. Given your criteria - something that's very good in teams and doesn't need much if any solo capability, I'd say you're looking at a Controller.
For primary powersets, I'd consider Electric Control, Illusion Control or Earth Control as these are all very powerful battlefield control. I don't have much experience with the new Dark Control set but if you have access to that then it might also be a consideration.
For secondary powersets, I would go with Time, Darkness or Cold as these all offer a variety of options to help support your team. Depending on your VIP status you may or may not have access to Time and Darkness.
Just to be clear, this isn't to say you can't be excellent support as a Defender or a Corruptor, but for players looking to be more or less 'pure support' (i.e. a teaming character with solo play not really a consideration) I generally recommend Controllers.

I am the Blaster, I have filled the role of Tank, Controller and Defender

I think my most effective support character is earth/rad controller. It has a ton of control, I can reliably have 2) methods of AoE mez/hold available for every spawn, at the same time the others (yes, others!) are recharging. Both earth and rad debuff the holy bejeebers out of them. Fast animations/times, I do not ever get bored.
But that said, if you ask 20 people their most effective support character, you'll probably get 20 different answers. And they'll all be right. To a much greater degree than damage sets, the effectiveness of support powersets lies in how they are played.
My suggestion would be to go through the powersets, and see what really appeals to you. Think about if you prefer buffing your teammates, or prefer debuffing the foes (though most do a bit of both). Do you prefer a more aggressive playstyle, or more of a "back row" style of play? When you find sets that appeal to you, ask around to see if they have a good synergy. If you find something that works with your own playstyle, you'll do great things, whatever you choose.
Support is just like that.

A Defender with Sonic Blast really is as debuffy as you can get, regardless of their primary they will still make AVs melt. The resist debuffs in Sonic Blast do indeed stack with themselves if their durations overlap (the duration of the debuff is different per attack, but the strength is the same at 20%). You can then pick whatever primary you enjoy playing the most, take all the leadership powers, and just in general be a godlike support toon. At the opposite end of this argument, we have Defenders who take Fire Blast. WTF? If they want to do damage they should be a Fire Blast / something Corruptor. Fire Blast has no debuff component for the Defender's mods to take advantage of.
Therm / Sonic Defender or Sonic / Sonic Defender. I vote for these because +resistance shields are much more rare than +Defense buffs, and many builds will have all their important defenses maxed already via set bonuses. Also both of these sets have a +Mez protect power, which is a godsend to squishies on your team.

Like Necro mentioned something with +res (Pain, Thermal, Sonic) would be awesome since you don't see as many of those buffs floating around. (Much more +def) /Dark for controllers also has a decent amount of +res combined with the -damage everyone will be very safe.
Elec/Dark Controller is indeed a lot of fun and great support. Nothing attacks back, and if they do, it's usually at their own guys.

time manipulation is actually a great team buff set
very strong heals, and if you have powerboost can perma softcap the entire team with farsight and you give the team massive amounts of +rech
it also has a good bit of baddy debuff too

If what you really want is a team support toon then I would mention an Earth/TA/Primal controller. You have the ability to lock down entire spawns (especially if you put the grav anchor proc in stone cages). You can "Insta-Lock" a boss with Ice Arrow + Fossilize or you can "insta-lock" an entire spawn of bosses with Volcanic Gasses + EMP Arrow.
oh noes got an ambush? You can still stun them Stalagmites and lock the boss with Ice Arrow + Fossilize.
Earth has several powers that debuff defenses that can also take an Achilles Heel proc and you get to stack -Res from Trick Arrow.

I'd recommend a Time defender for teaming. Time/Ice would be great for reducing the incoming damage, while Time/Sonic would bring some incredible damage boosting to the party. Either way, you have a ton of buffs and debuffs and almost all of them are AoEs. Overall a great chassis.

If I were starting a char for support reasons, it would have to start with /Sonic from the defender set. I played a Sonic/Sonic fender that made my teams into machines of destruction (even the pugs that were full of selfish players). With a Sonic/Sonic, you will make mini tanks who can all damage like blasters out of your team.
sonic/dark corr or dark/sonic defender is amazing.
You get an aoe sleep, aoe fear, aoe disorient, and single target hold
plus all of the debuffs of dark: -regen, -to hit, -res
and the -res from sonic
I'm probably going to get myself in trouble, but here are my basic rules for myself:
- Any support set will work, but...
- ...Force Field, Poison, Sonic Resonance or Trick Arrow are for concept only, for me. They are playable but limited.
- If Sonic Blast, Defender
- If not Sonic Blast, Corruptor
- If looking to actually be a "support" character, Controller
Defenders are, IMO, among the most malfunctioning ATs in the game. Sonic Blast is horribly balanced compared to the other secondaries, it's just no contest at all. And with Corruptors basically being the same AT but better in most ways, outside of that one blast set Defenders IMO really have very little reason to exist in their current implementation. I have regretted every single Defender I ever rolled who did not take Sonic for the blast set.
Some people will tell you, say, an Ice Control/Force Field or something is worse, but IMO at least that combo doesn't have an exactly equivalent build mirrored by a sister AT that is almost exactly identical except that it outstrips your performance. When I refer to a AT as "broken" in my mind it's when the AT offers both low performance AND is eclipsed by a nearly identical AT.
I really enjoy my Rad/Pain Corruptor. She's great solo and supporting teammates. I made some specific choices with hold procs and status resists that I wanted to try, and they work great with her good resists and so much self healing.

For my money, if you're looking pure support, the strongest toon out there is a cold/sonic. The reason is benumb. Power build-up, benumb,heat loss, sleet. Poof, no matter how hard the target, that pretty much settles things.
On top of that, you get the +end power, you get the heavy shields that do both _def and +resist (a little bit), you get the massive, massive levels of resist debuff which acts to directly multiply everyone's damage, etc, etc, etc.
But the real secret is power build-up, then benumb.

Really, for a mostly support oriented build, almost any support set will do. None will have everything you want, but most will have most everything.
I'd go def or troller myself. I think rad emission is a pretty great all around choice, especially since rad gets most all it's best tools early. But it does lack any shields. Not a big deal if you keep the -tohit up, but there is always someone going to wander off.
Rad/sonic def or as someone else suggested, earth/rad troller are both pretty stellar support types. But truthfully, it's the support mindset and the understanding of your toolkit (whichever one you end up choosing) that will really make the difference. It really is hard to really pick a bad one.
They only real consideration I'd think about that hasn't been discussed is how early or late a set blooms, and how important it is to be able to exempt way down once it has bloomed. TA for example is a LOT different pre/post Oil Slick.
My most deliberately support-y build is a sonic/dark ... defender. Yes, I built it backwards. I also have a dark/sonic, which is much better in damn near all ways. But a sonic/dark with nearly the entire Leadership pool is absolutely the perfect +1 for a team. I threw in the Medicine pool for maximum ridiculousity. It does a little bit of everything and nothing well... but it stacks with everyone.
It makes me smile, unless I want for some strange reason to solo anything ever.

After alternating between solo and teaming for a while I find myself swinging back towards teaming again. However I'm looking for a really solid support toon and I'm not that experienced with them. Builds on Mids are nice but they don't really reflect how useful this or that power can be on a team. I need help picking a good AT and Powersets but I have a few caveats:
1) No Empathy. I ran an Emp Defender to lvl 30 after which he withered on the vine because everyone believed that ANY other type of character would be more useful. Also it's dull.
2) No Kins because everyone ELSE seems to want to run them.
3) Aside from the occasional Tip mission or the SSA I NEVER plan on soloing with this guy so he doesn't need to be great solo. But I DO want a combination of AT/Power sets that will really benefit the team.
4) I've been around long enough to realize that debuffing the enemy IS buffing the team so I'm not fussy about Defenders vs Controllers or buffs vs debuffs.
