Expansions Not Usable?

Hi, I bought City of Heroes: Going Rogue on steam before it went free to play (It was the full CoH game + the expansion). Now that I can finally play, I made an NC account and CoH account, to find that I have to buy going rogue again to access City of Villains. I feel like I just got screwed. AM I SUPPOSED TO BUY THIS A SECOND TIME!? Please reply, someone. I spent a good chunk of my money on this, and bought a copy for my friend. I finally get to play, and I don't even have the full thing I paid for. VERY frustrating.

If you purchased Going Rogue you should have access to Praetorian content, the alignment system and probably a few other perks I can't remember right off of the top of my head.

Steam was not given rights to carry Freedom so you can't use it but if you contact Customer Service they may unlock it for you. You will probably need to tell them your Serial Number.

City of Heroes and City of Villains are no longer separate games. You cannot own one without access to the other. So if you have CoH access, you'll have access to CoV too.

Praetoria is a separate part of the game, but buying the GR version will give you access to it as well as the main game.

To make this explicit: Even a completely free account has access to City of Villains.


Is it that you made a Hero character, and you can't take that Hero to the rogue isles? Because Heroes can't travel there. Vigilantes, Rogues, and Villains have access. Likewise, Villains can't access Paragon City, because only Heroes, Vigilantes, and Rogues have access.

Using the alignment system, you can turn your Hero into a Vigilante (and then a Villain, and then a Rogue, and then back to a Hero if you so desire).


Alternatively, is your issue is actually that you can't click the "Going Rogue" button on the character creator? If so, when you bought Going Rogue, did you actually create a game account then or only download the game via Steam?

There is no way to start in the Rogue Isles anymore, as of City of Freedom.

All characters (except epics) start in Ruined Galaxy City for the tutorial, and there you choose whether to become a hero and go to Paragon, or become a villain and go to Etoile.

Well, you could choose to skip the tutorial and start in Rogues Isles.

It sounds more like the OP didn't apply his serial code from Going Rogue correctly, or made a brand new account by mistake. Or is just plain confused, possibly by the new tutorial. Hopefully he replies again and clarifies exactly where the problem is.

By that logic, you never could before, since the original Villain tutorial took place in Paragon (the Zig, in Bricktown).

You can always (except the first time or something) skip the tutorial and choose Paragon/Rogue Isles (Hero/Villain), going straight into it without going through Galaxy.

You shouldn't be buying anything a second time. When you bought Going Rogue, you should have received an account code. That account code needs to be entered through the ncsoft website (added to your CoH account), assuming you still have it and have not used it already. No account activation has ever gone through steam; steam just launched the CoH client.

I don't honestly see how Kitsune's comment is any different from yours.

And as Kistune said - after the first time, you always have the option to skip the tutorial. My villains always start in the Rogue Isles, because I never do the tutorial.

To play the game -without the Steam client-, download the NCsoft launcher. You can find a link to it on your NCsoft account page (you had to create one even if you bought it through the Steam client) under your game accounts.

Once that is downloaded, run through the update/install process. Save it to the same directory if you want. You need to start the game through the NCsoft launcher, not the Steam Client.

Once the game is loaded, enter your City of Heroes game account and password.

If you haven't applied the code you bought from the Steam store:
  • Start up the Steam client.
  • Click on "Games", pull down to "Games Library".
  • Click on "City of Heroes: Going Rogue".
  • On the right side of the page, click on "CD Key".
  • Copy the CD key (probably onto paper).
  • You don't need the Steam client running from this point on.
  • Go to your NCsoft Master Account.
  • Apply a serial code.
  • Enter the CD Key.
  • If the page says that the code has been used, you'll need to talk to NCsoft support or Steam Support. Try NCsoft support first.
  • If the page then asks for a credit card or game time card enter one in. It will not charge you until your free time expires.
