You've probably been hearing about Enhancement Converters, which have been on beta for a while, and should be going live quite soon. They would have been live with i22's launch, but for an unexpected minor technical snag.
Something the wiki article doesn't mention, but they also drop off of any enemy at random, from what I noticed. Playing on the beta server on a level 12 stalker, I got one fighting Lost in Skyway. No idea what the drop rate is, but you should be able to accumulate at least a few through regular content.

I'm pretty foggy on the whole developer timescale thing, but I believe they are "Imminent".

Okay, quick rumor check - I've been hearing about being able to convert recipes {salvage too?} of some type into different kind of the same type. Said rumors have, as per tradition, been utterly vague and noncommittal, so I figured I'd ask before getting my hopes up.
