I want to roll an AT that is best(fast) at killing AV's. What does this solo job fastest?

Traditionally the GM killers have been controllers and masterminds. For speed I would say most likely a Bots/Traps Mastermind, although Thugs should work well too.

Any class can kill AVs/GMs, so long as it has the damage and debuffs to overcome regen and the defence to survive.

Depends on the AV. However, as the Pylon thread down in the Scrapper forums shows, "killing an AV really fast" is an old trick by now, and one which any AT can achieve pretty easily. It's a little trickier without Lore pets, but many Scrappers, Brutes, Controllers, and Masterminds (among others) can manage it handily, often without incarnate powers and sometimes even without IOs. It gets even more trivial if you consider using inspirations to be valid.

Definitely not crab spiders. I'm always told they have terrible single target damage.

Ill/Rad troller or a Bots/Traps MM.

on my ill/cold troller the avg time to kill an AV is about 3 min or less while solo

My Empath can take down an AV in 30 seconds with lore pets(and about 20 minutes without). Honestly, killing AV's quickly is not much of a challenge anymore with lore pets, assuming you can keep them alive.

My proposed new challenge was to take down all Rikti pylons solo, and I don't believe anyone's done that yet(though some have come close).

this sounds interesting, i have tried but theres too many pylons for me to solo before they start respawning (avg fight time for me is ~4 min, respawn time is 30 min, 4 min times 17 pylons is a little over an hour so i doubt i will be able to solo that)

When the OP posed the question, I was still thinking people fought AV's solo without Lore pets and incarnate shifts etc...guess not. So yes in that case any AT can "solo" lol an AV.

I think the question is what toon has best ST damage

Not exactly. Debuffing regen > Superior ST dps. As an example, my Ill/rad drops AVs more quickly than my fire/sd scrapper in spite of the latter having superior dmg by a long shot.

Regen on a level 50 AV is around 90ish h/s. So debuffing regen is equivalent to doing an extra 90 dps. Anything that does more than 90dps damage than you will beat you with or without regen debuffs, all other things being equal.

Edit: that's net damage; net after resistance and defense of the AV. Anything with very high damage mitigation will magnify the benefit of -regen unless its also resistant to regen debuffs.

My ILL/Rad is a beast against AV's and GM's. Lots of debuff/buff and decent to good damage.

Without Lore pets is kinda the standard, yeah, but mostly because Lore has well under 100% uptime, can be killed, etc, so counting Lore as a part of DPS is unreliable and misleading. Other incarnate powers are fair game by the "usual" rules, though.

But instead of handicapping yourself(which also ends up misleading), why not push what you have to the limit and take on much harder challenges?

Also, AV's resist regen debuffs, so most power sets won't zero out an AV's regen. A level 50 rad using a 500% regen debuff on a level 50 AV is only going to reduce regen by about 70 HP/second.
