The ATO proc is meh.
I placed it in my ST hold and it works like a peach for me
On Beta, I had it on my Dark/Ice Dom, in the ST hold. It usually stacked about 3 times, I felt a little like a brute because I was running from mob to mob trying to keep my damage up. I didn't mind it because AoE immob, AoE stun, AoE feaer, tons of tohit debuffs, and an attack dog made it all the easier and funner.

I've respecced last night from having all 6 in Stalagmites to having the Chance for Damage proc in Fossilise.
I've lost 3.13% Ranged Defence ( dropping me from the magic 32% when not hovering to 29% ) but gained about 40% damage in the run of things.
I'm much happier with the new set up.
I like the way this set's designed in that it offers a valid build choices.
1) Get the defence bonus by slotting all six in a power like a ST hold, but lose damage in the actual power.
2) Split the proc off and get the big recharge bonus in an actual control power like Stalgamites. Then slot the proc along with other IOs for more damage or more recharge witrh Basilisk's Gaze.
3) Have both the big bonuses in Stalgamites but lose the damage proc stacks - this gave me one stack most of the time, since I open with Stalgamites.
There are too many no-brainer choices in the IO system - this one has made me make some hard choices.
Does anyone know it the proc can be added to Ice Bolt in Ice Assault? It would be -perfect- there.

Here's what I've seen on this proc based on Mid's and some reading... please correct me if I'm wrong.
Secondary powers that take this IO:
Bone Smasher, Total Focus, Whirling Hands (energy assault)
Subdue (mental assault)
Midnight Grasp (dark assault)
Impale (thorny assault)
If I'm understanding how PPM works, basically with 6PPM for the top level proc, the % change of proc'ing is: (60 seconds/6ppm)/Recharge... so anything with 10 second recharge of higher will be 100% chance to proc. Anything with 8 second rechage is an 80% chance to proc... (80% might seem like it's proc'ing "almost every time" which is what you'd see in a single target hold).
Of all the secondary power options, I think Bone Smasher is a great place for it... but energy assault is kind of lacking in damage output in general, so it's probably not worth making a whole toon based on maximizing the use of this proc to produce damage output.
I happen to have an energy assault dominator.... Here's what I see happening. Ill go home tonight. I'll buy the proc, slot it. Try it out for a bit... I'll think, "Look mom, i'm hitting harder!"... Then I'll die doing something that's really not all that dangerous and I'll remember, that I do way more damage and live longer with, well, pretty much every other toon I own and put him back on the shelf.
Still... of the ATO proc's, i think this is one of the better ones. Stalkers probably got the biggest boost that actually changes the whole way they play... but they needed it badly.

I didn't see anything about it in the patch notes, but I ran a bunch of tips today on my Plant/Fire/Fire. She has the superior ATO proc slotted into Roots.
I noticed that the proc went off very nearly every time she cast it, no matter how many enemies were being targeted. Can anyone else verify? It looks like they might have fixed it so that it goes off in AoE powers as often as it does in ST powers as it couldn't (and still can't) proc more than once per cast anyway.
If so, I'm pretty happy with it.

You actually use your ST hold? Outside of the occasional need to lock a boss down, between my always up fear and usually up aoe hold + +2 holdproc, things tend to be pretty locked down tight. I can easily solo -1/7 (I havent tried 0 or +1 yet), and find it to be quite enjoyable.

I'll just toss in to add, the Dom ATO proc is amazing in my Plant/Earth Dom, slotted into Seismic Smash with 5 hecatombs I can keep it easily double stacked for 50% damage without interrupting my attack chain, and its not uncommon to get a few attacks off with 75% damage.
OK, just respec'd and slotted the proc into roots. They fixed it. It works now and I can easily keep it double stacked, triple stacked on tough spawns. It works at least as well as it did slotted in subdue now. Oh happy day! Well played, devs. Sneaky little fix.
It is probably best in mind/ and fire/ where the ST hold is so quick that you can fit it in anywhere, but I think putting the proc in a ST is still a good bet for many characters.
My fire/fire/fire shows significant ST damage with the proc. It is most noticeable against AVs and other hard targets where you can keep fitting char into the attack chain as you pound on one guy...

There's doesn't seem to be an obvious rule of thumb, other than to put it in a power that you use often. Using it in the AoE immobilize is -bad-. I'm starting to suspect it has a reduced proc chance due to being AoE, but only makes one roll to proc regardless of how many targets are hit. That seems wrong, I shouldn't be getting less than 1ppm like this.
Tesla Cage isn't a bad choice if you use it often. It's safe to assume that this proc will only fire on casting in Static Field or Synaptic Overload, so you can't stack the effect from this, but it will probably fire every cast on SF. SO I'm not sure about, there seem to be some funny things going on with ppm procs in chain powers; if it works like the other one I've tested you could expect a 100% rate here too. I don't have an Elec dom high enough to test this though.
Ooo~or you could look to your secondary. Bone Smasher and Total Focus should take it, with the latter probably being guaranteed proc while the former is more easily stackable. (Might be pretty close to certain in the former, actually. I'm getting consistently around 80% proc rate in 8sec recharge single target powers.)
I suppose you could use the rule of "whatever single target power you use the most" and get good results. I'm definitely wishing that Icy Assault had something it could go in, but I don't think it does.
