I didn't try to slot them on my two Premium accounts but I was able to move them in and out of the base bins and email them between my Premium and VIP accounts.
I cannot imagine how they could lock them out of use since anyone can buy the packs.

How do I know what AT they are good for? They don't mention any AT and just have a title and what they enhance. I got a Dominion of Arachnos. Is that only good toward the villain epic ATs? Am to use the symbol graphic to determine the AT? Just don't want to claim it on my hero and not be able to email to a character that can use it.
I am 95% positive that you can slot them on Premium and F2P accounts.

If you claim one and it isn't what you want you can email it to your global name and pick it up with the character you want to have it.

ATOs are SBEs (Store Bought Enhancements), and can be used by any account type. This was confirmed by a redname, but I can't find the post right now.

You can also sell them on the market if you have extra or no desire for the AT. They seem to be catching a good amount currently.

--Can use reward merits to buy ATOs

The name of the AT they are used by is right in the name of the enhancement.
Dominion of Arachnos can be slotted by Arachnos Soldiers or Widows. (hence why it just says "Arachnos" instead of Soldier or Widow. It can be slotted by both.

nothing you an buy from the store is unusable by premium accounts (with the exception of Mastermind-only or Controller only sets)
