The Winter event has nothing to do with any of that. It's simply an annual tradition.
The Loyalty Program, on the other hand...
People who were going to leave are going to leave regardless. Releasing rushed, incomplete, and unbalanced content would just make people dissatisfied with the game, not make them want to stay.
EDIT: The old-school Loyalty program for month-to-month subscriptions has been superseded by the Paragon Market. Why pay for a subscription now only to receive the Reward Tokens later when they're delivered immediately with purchased Paragon Points?
Well, we did have the Seven Years of Super Rewards Vanguard Loyalty pack for subscriptions maintained for approximately the same time early this year. It seems like a comparatively sensible marketing tactic to hold revenue steady for the first quarter.

IMO yes, NOTHING will convince the majority of players who are going to try out that game from not doing so. Now what they can do is plan stuff to get their attention/numbers back here within a month or two once the hype of that game dies down.
i22 is a safe bet to [at least] be in beta feb for VIPs and with the hype dying down for that other game, a lot of our players who left to check it out will want to come back to test out one of the many new powersets, the solo incarnate path and all the awesome that would be in i22. The salute to statesman during this period is to make sure revenue doesnt suffer as greatly as it would.

If there wasnt a badge for killing snaptooth i would never run that mission again! Lady Winter is so much more fun/simple! Even if she does destroy you with one lucky hit!
Seriously, everytime i get her down to 1/10th of her health with ease, 9/10 she'll one hit ko my scrapper! Know i should get out of her anti-scrapper aura but scrapperlock wont let me!

I've never really gotten that mentality, to be honest. I play this game because I want to play this game, not because I feel compelled to be subscribed to an MMORPG. The idea of game X "killing" game Y is just...weird to me. I mean, barring sequels, maybe, has there ever been a case in the history of the medium where a new game came out and a previous one happened to conveniently die in its wake?

I just like to bring it up because those other games tried to make a huge point about them killing us off yet we're still number 1

Of course not. I'm not sure why you think it would. Luckily, there's a whole other game there to hold people's attention and that seems to be doing reasonably well, I'd say. Hell, I'm still messing with Titan Weapons.

Other than the big killer that doesn't generally count called WoW, though, I don't know that it's ever happened.
EDIT:
I mean, of course, there are many other factors that are involved in such things... and SWG endured on for years afterward (killing itself a few times more as it went), but there was zero question in witnessing a mass exodus when WoW came out and people who had been playing for a while left and never came back.

I've spent the better part of this week in Coruscant, Tython, Korriban and Hutta. But City of Heroes is my heart. I'm subbed through 2013 for goodness sakes. But I've always been a two MMORPG guy, so for now it's CoH and some other game taking place a long, long time ago.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

There are a lot of good things about CoH. Originality isn't even a quality it possesses at all, let alone one of the good ones.
I think there's this misguided notion that the folks at Paragon Studios hate all other games. It's simply not true. They are gamers just like a lot of us are. I'm almost certain that most of them will be spending some time in a place "far, far away," as you put it.
In fact, I'd even go so far as to say that they don't really want this to be the only game you play. I think it is for a lot of people, and they tend to get jaded with City of Heroes. Sometimes you really have to go check out the grass on the other side of the fence to convince yourself that it's really not that much greener, and you actually have it pretty good. Also, it gives the player base a much broader knowledge and experience of the gaming industry as a whole, so they can do things like make more intelligent and relevant suggestions and bug reports.
Obviously, they want you playing City of Heroes a lot, and since they have to pay for the resources (disk space, bandwidth, etc.) and don't necessarily want to help other companies with advertising, they don't want you discussing competitors here. But the Winter Event isn't meant to hold your attention to the exclusion of all else. If nothing else, there are probably going to be a lot of people like me who are about to go out of town on a family vacation, so I'm going to be away several says in a place far, far away (well, a few hours north) that has nothing to do with gaming.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

I'm not touching that "other game" until it's ah...relationship patch...goes live. CoH, the Distinguished Competition, and various offline rpgs, are more than enough to keep me occupied.
