He has NPC text that says something about having to go do something, but I don't remember exactly. He also has NPC text as he just stands there on the phone right behind a mugging.

Heh, I saw that guy last night!
He ran off saying something about having be somewhere because his cape wasn't going to pick itself up, or clean itself. 
Something of that nature.
If you follow him, he runs near the hospital, goes alongside the wall, then stops.
A few seconds later, he sinks into the ground.
That was my cue to get the hell out of there.
So far, I've seen him say the following (there may have been one more, but I lost it when thunderstorms knocked my power out before I could save):
[NPC] Super Unknown: And he thinks I didn't hear it! Can you believe it? No, no, he did it there in the restaurant. No, I'm totally serious.
[NPC] Super Unknown: I'm thinking of changing names. I'm starting to think 'unknown' was a bad choice.
[NPC] Super Unknown: Hey, Roger? Can I get you to speak up? It's really loud where I am.
[NPC] Super Unknown: So, anyway, I just wish there was some way I could increase my visibility, you know? I need to get in on the whole merchandising thing.
[NPC] Super Unknown: My wife was telling me she bought this new purse the other day. When she told me the price I was like, why are purses so freaking expensive these days?
But in all cases, he says this when he runs off:
[NPC] Super Unknown: Well, time to get back to work. This cape isn't going to fly itself!
Super Unknown...what a name! haha

I like him. Him, the heroes around Atlas, and the hospital chatter are nice new additions with New Atlas Park.

Sometimes in the game you faced with an enemy that is sometimes too strong for you to face. For example look at the following npc hero standing around atlas waiting for the call to strike against his mortal enemies . . . the hellions.
Meet Super Unknown! The npc hero in atlas! Now what happens if you try and defeat the hellion thats behind him you say?
Well what else but try and run away as fast as possible!! Its little additions like these that makes me laugh and love this game
