Did a Sutter with a PUG the first time. Didn't have a problem. Not sure where yours comes from on it. Your ability or lack thereof in accomplishing tasks doesn't mean the thing is broken.
Loose --> not tight.

As to Sutter being hard, take along a Sonic or FF with the Phase power. Phase Praet Durray, and you'll probably have primal down before it wears off. At the most it will take two casts.

Errr, but we had hardly any issue with it. We finished the TF in an hour and a half, with 7 deaths total, most of which were in the shipyard due to the team splitting up and getting ambushed. And I believe all of us were natural level except one of us, who was in their high 30s/low 40s. So nothing uber. I mean, really, we had pretty much no issue except in the shipyard.
