Isn't Champion of War a boss? maybe boss and higher mobs have an additional chance to drop an extra salvage on defeat, thus simulating the market?

Odd.. What tier VIP are you? maybe its an added meature, or a double drop rate bug due to getting access to inventions from being a VIP and access via the paragon rewards tiers?
Is this an effect of the Windfall reward? (I am no where near receiving one, so I am not at all sure.)
It is not due to windfall and said account is tier 4, and my other account is getting the same thing even at a higher tier. And no it is not from day job, I have been parking them at base portal for perstiege bonus.

I've noticed the occasional double Salvage reward as well.
I pretty much run +0/+0 or +0/+1. I've used no Windfall Power at all. I've got a feeling it is a part of the increase in the Salvage drop rates w/I 21.

I also saw two salvage drop from one kill. It was a CoT minion. In fact, it seems that salvage seems to drop more period.

Not noticed extra salvage drops, but I seem to be getting waaaaay more recipe drops, and decent ones too.
I don't know if it is related but I just got two tips from one kill on my stalker.
I've gotten double salvage drops twice now since I21. Don't have logs for backup, but I'm a VIP with 3 bits of Tier 8 (which shouldn't make a difference because VIP). No Windfall, only Day Job was Large Insp on Mission complete. Both times it was one common and one uncommon salvage. Once was on a mid 20s Brute running First Ward arcs, second was a low 30s Widow running arcs in Nerva.

The what? I just skimmed the I-21 patch notes looking for any reference to increasing the salvage drop rate and didn't see anything, although my search was not exhaustive. Is there really an announced change in drop rates?

I just find it interesting that I can get a good amount of Salvage after running a few missions of regular content at times. The only downside is the shear number of the more 'common' of the Common and Uncommon Salvage that is dropping now. I certainly don't attribute the over 16K for sale offers of Computer Viruses on the market right now strictly to a uptic in the drop rate, but it has a part.

It's nothing announced, but why else would the Devs increase the number of Invention Salvage a player can hold as well as store in the Vault? Even running in the Beta, I noticed a slight uptic in the Salvage drop rate. I'm not complaining, mind you.

It's high, but just within the 95% interval for "normal". I can't tell if this means the drop rate has been raised or not; more data is needed.

I noticed the same thing with a brute that's now 35. With careful shepherding I used to be able to satisfy all my tier 2 salvage needs. Now I have far more than needed for my personal use and have sold tons of it.
And I too have seen double salvage drops on low level characters, so it's dropping from LTs and minions.
The rate may or may not have been increased but I am 100% sure that we are getting two drops for one kill some times. I don't know if that is a bug or a feature though.
