Waaaaaaaaaaaaaaaaay back when I first got this game - I made a Firestar character from re-runs I saw on Disney. The show was terrible but I loved Firestars outfit and how she was like a superpowered Mary Jane Watson. I also have a Claymore based toon - but that's not really a Saturday morning cartoon show - not in the US anyway.

At least they're honest to god different topics that at least merit a surface discussion. Yeah they're laughable, but anythings better than repeat rookery spam.
My most recent defender is based partially off a character from the anime Tiger and Bunny. 
Not so much cartoons, but other comics and a few movies.
My most "inspired" character would be Ectofreak. His name and concept were based off Ectoplasm (Ghostbusters) and Ghostfreak (Ben 10), however his personality was based off the Mask (Jim Carrey's version at least) and Beetlejuice (and Tim Burton's bizzare "macabre comedy" style in general). He's quite the mish-mash of sources.
I am the proud player of a Kamen Rider. Kamen Rider Mach, his motif is F1 racing. One of these days I want to gather all the Kamen Riders I can find across Virtue and do something epic like an All-Rider Keyes Trial or whatever the biggest most insane trial is when I get to 50.
The off-beat space pirate...Capt. Stormrider (50+3 Elec/Storm Science Corruptor)
The mysterious Djinn...Emerald Dervish (50+1 DB/DA Magic Stalker)
The psychotic inventor...Dollmaster (50 Bot/FF Tech Mastermind)

2. Broad Street Bully WP/mace tanker - based off Dave "The Hammer" Schultz from the Stanley Cup winning Flyers of the 70's

Well, Fyregirl, my FM/ELA Scrapper is based on mixing Firestar, Supergirl, and Powergirl all into one and I know Firestar more from the cartoon than the comics, with Supergirl being a mix of both comics/cartoon.
Probably my closest to one being based off a cartoon.
I often THINK about some others, but they either don't last long or I just don't do it.

I wanted a bullets bouncing off you effect of Supergirl/Powergirl, but didn't want to go INV, so IOed out Electric Armor was my thought on doing that. I actually love the combo, especially when the Knockdown Procs go off for the super strength feeling in Fire Melee (only sword attack taken was FSC).

Top: Tights - White with Flame decal (the one you get from incarnate content)
Cape: Short Orange Assymetrical Cape with yellow brooch
Botoms: Bikini Bottoms
Boots: Folded
Should see the PG influnece basically without being a direct copy of PG.

My first toon that pops into mind would have to be Cartoon. A warmace brute that has the Strong Man Mallet for a weapon...or one of them at least.
He's pretty much every 90's saturday morning cartoon rolled into one (I say 90's because todays cartoons aren't like they were back then). Mainly Animaniacs, The Mask, The Creeper, Looney Tunes. AND his 'origin' written in the 'details section' is a reworded song that Batty sang in Fern Gully.
Another character that I made after watching a show for awhile is Mystic Hunter which was inspired by Juniper Lee.
Night Robin which was inspired by Batman Beyond.
A Danny Phantom inspired toon that I recently tweaked some as to not be too closely resembled.
Mega-Knight was inspired by the 90s cartoon King Arthur and the Knights of Justice although MK's story is somewhat reversed from the shows.
Demon Tamer was inspired by Kekkaishi which isn't really a saturday morning cartoon here.
Tom Orrow is a mixture of The Time Squad and James Bond jr.
Firebender came from Avatar.
Reaver came from the animated series of WILDCats.

Don't think I have any morning characters on Virtue. ( I do have Vincent Poe, based on Vincent Price, but that's cinema. Ray Gunn was an homage to all the space ranger serials, including Jason of Star Command)
