Praetoria?
With instanced mishes, all the incarnate stuff, trials every week changing, and the latest AE fire farm goin on it does not surprise me.
Dunno. Maybe ask in the Virtue forums? Two ideas:
1. Global channels have pretty much taken over teaming in this game. Ask on the Virtue forums what are good channels for teaming, you'll have a much better chance of hooking up PUGs.
2. Trials: everybody and their brother with a 50 is doing trials right now. If they're not doing trials, they're doing Tips. Praetoria was full when it launched but most folks have run it several times now. Again, global channels might help you find some folks that are running the same content as you.

If you are doing a search for players in a certain zone, try searching by level instead. It seemed at one time most players between 1-15 were in Preatorian because many like leveling up in the new zone. There are lots of instanced missions in Praetoria.

As stated above, global channels are the way to go. Try joining Virtue LFG Beta. That is a GREAT teaming channel. Also, VU2011 and Virtue TFs 2010 are good teaming tools as well. For general chatter and fun, join Radio Virtue. Good luck teaming! You can always shoot me a global tell, I'm on Virtue most of the day.

Okay I've recently returned to COH after a long absence. I bought Going Rogue, made a new character, headed to Praetoria. On the Virtue server. And there is no one there on a Saturday afternoon. What gives? A whole new reality to explore and no ones interested?

Praetoria is kind of an odd duck. It is the new(est, until Freedom) starting zone with lots of new tech and great stories, but it really isn't team friendly. If you team, it is far too easy to outlevel those stories AND miss the moral choice missions. When I team with a character in Praetoria, I turn off my XP.
In addition to this, depending on how long you have been gone, street sweeping is a thing of the past. Most of the content is geared towards the instanced missions, so you rarely see people out in the world unless they are shopping, leveling or going from one mission to the other. Praetoria also has no "gathering spot" like the Atlas statue or the market in Cap au Diable, so people who are interested in doing so don't really have a place to congregate in Praetoria. With no stories past level 20 (yet), there is no incentive for higher level characters to hang out in Praetoria, and no reason for Praetorians who have passed level 20 to stay.
My advice; build a character in Praetoria if you want to experience some really cool stories or quickly level up a villain or hero AT to play in the other side's sandbox. If you want to socialize more, start the character in Paragon City or the Rogue Isles.

Also note that the trip from 1-20 doesn't take very long. People are there, they're just being moved through the 6 zones pretty quickly.

I started a toon there when it first came out and haven't been back since.
Is there anything for higher level characters to do there, or is it still 1-20?

Also as was pointed out above today is Friday not Saturday and most people are at work on Friday afternoons.
As a returning player from a long absence it's best for you to join some global channels. That's where the online communities have migrated.
Another thing that has been pointed out above the game is heavily instanced and has over 50 zones. In addition to that players now have the ability to /hide from searches so we can avoid things like RMTers. So it's not unusual that you aren't seeing a lot of people on a weekday afternoon.
People indeed don't spend much time at 1-20 (plus there's no AE to PL with *snerk*), but with the new incarnate stuff, many people are spending a LOT more time at 50.
I can commiserate with you, I still have a few low level toons in Praetoria and seems when I do an 'all maps' search, I find half a dozen or less people there these days.
That said, do like I do - start your own team! If there's only five other players and you can get three to join you, you'll be leveling quicker and getting out of there.

1) Depending on how long you've been gone, you may remember people street-sweeping a lot to gain levels. No one really does much of that anymore, they're all inside their own missions. When they're inside their missions, you won't see them out on the streets.
2) Praetoria only has content for levels 1-20 in it. After you hit level 20, there is nothing more to do there. So, once people level their characters past the content, they seldom return there.
3) Going Rogue has been out for a year now. It's new to YOU, but most of the people who were interested in it already explored it last year and have moved on to the rest of the game. It's cool and all, but there's only so much you can do there. A lot of people ran through all the possible moralities and played their characters they leveled through it in Paragon or the Rogue Isles. (so you're kind of late to the party if you expected to find a bunch of people in there still)
