Add Proliferation with I21
i21's features are already set. It's too late at this point to expect them to shoehorn in any Proliferation. Last update on it was apparently BS making a note to look into it during a recent UStream, so don't expect any to actually see the light of day 'til i23 or so.
I strongly recommend another round of proliferation to be added to I21. I21 is going to bring new starter experiences with the GC tutorial, AP and MI revamps of the zones and contacts. There'll also be a new low level sewer trial. That's incentive for a lot of folks to start new characters to check it out. However, the only new set to ice the cake is Time Manipulation. So rather than having everyone running around with a TM/ defender, or /TM cor, MM, controller, please have another round of power set proliferation to lend more variety.

In a previous Ustream, they said they were working on more proliferation but they didn't know if it could be done in time for I21. So, it's still a *possibility* for I21. But, obviously, they can't announce it until it's done and they know they can get it out the door for I21.
On the bright side, even if it's not ready for I21, the new CoH:F model is that as soon as it's done, it gets released and no waiting for I22.

With requests like this I get the impression that the player's belief is that the developers have already done all of the work to proliferate a power-set, such as:
- Rebalanced all of the internal numbers versus the archtype numbers
Such as Corruptors getting less damage on the initial attack punch, but adding damage on the back end through scourge.
Giving brute's lower base damage, but balancing it against Fury Generation to be higher damage with fury
- Re-arrange when players get various powers
case in point being the proliferation of Psychic Blast powers Will Domination and Psychic Blast
- Replace duplicate powers, remove non AT type powers, add AT type powers.
Stalkers get their Assassin's blow at 6, Build up at 8, and Placate at 12. Period.
Ignoring Energy Manipulation is which has been called an aberration that will not be repeated, Blaster's first secondary power is always an immobilize.
referencing Epic Powers, Dominators get Sleet through Ice Mastery while Controllers don't. Controller's don't get Sleet because it's in their Cold Domination power-set.
referencing Fire Melee, Tanks get Combustion, while Brute's and Scrapper's lose the extra AOE attack in return for an extra single target attack, Cremate.
When proliferating powers, or adding new powers, development is not just as simple as changing some numbers in a spread-sheet and calling it a day.
Didn't it say in the article linked on the front page, that there would be proliferation in i21?

Example: Dark Melee: Smite:
Damage: .32 smashing/1 negative
This is the value for brutes and tanks and scrappers. The existing AT damage modifiers are all that's needed.
Claws was altered when it was proliferated to brutes, but the base damage was actually increased. Scrapper Claws Focus is 1.39 while Brute Focus is 1.51. This wasn't done for any balance reason. It was done solely to make the set "feel" a little different.

Second Measure also said that there was a new set that he wasn't allowed to talk about, but he's wanted it for ages. Zwillinger also said that they haven't revealed everything about i21 because it's bigger than i18 and there'd be too much to take in at once, he also started to count the new power sets and said "two" before being shot by his own nerf-gun by Black Pebble.

Actually... yall got me thinking... how hard would it be to do a powerset proliferation? Let's look at Battle Axe since Sam brought it up. Can we just "add it to the spreadsheet?" I'm betting yes.
Check 1: Are there any differences between the brute and tank versions?
Yes, the order is different due to tanks getting taunt earlier. Scrapper order would follow brute order and taunt would be changed to confront.
Damage? Identical.
Base accuracy? Identical.
Going off of CoD, it appears that Swoop was turned into a single target attack for brutes. So too would it be for scrappers. (Note: This should be checked in game. If CoD is right, then the end cost and recharge on swoop is wrong for brutes.)
So, other than changing taunt to confront, the devs could proliferate Battle Axe to scrappers by copy/pasting without any changes at all. They of course COULD change it based on "feel" but there's no balance reason to do so.

There's still some low hanging fruit lying around which could be proliferated relatively easily. Traps for controllers isn't too bad, you can give them the corrupter version.
Melee sets are generally fine between Brutes, Tanks and Scrappers. Stalkers are more tricky but still doable. Broadsword or Katana are more questionable in terms of Parry on a Tank or Brute.
Tank maybe, but Parry/Divine Avalanche should give the same value for brutes as they do scrappers since brutes and scrappers share the same base mitigation values.

You sure it's a PBAOE tankers? According to mids, it's a single target attack for tankers as well.
