Best Dual Blades AT/Secondary
DB Scrappers will hit harder (especially since you'll be getting a constant damage buff from Blinding Feint and damage buffs help more on Scrappers than Brutes) but a Brute will be tougher. A lot depends on what secondary you want and whether you like the Brute or Scrapper playstyle better. DB Stalkers have odd variations of the normal combos due to their altered powers list and I don't like them nearly as well as the standard combos, and DB Tanks are... well, tanks. They're nice if you want to tank, not so much if you want big damage.
As far as secondaries go, between redraw and interrupting combos any "clicky" secondary gets annoying. DB/SR is a lot of fun and very thematic for a swashbuckler type character, and DB/WP is a solid choice (especially now that we have inherent Fitness freeing up power slots). Invulnerability might also be good if you don't mind being a bit squishy to psi users. My personal favorite DB character is my DB/SR Brute... the fast moving animations combined with the natural Brute nonstop attacking makes for a fun change of pace from the standard SMASH! Brute experience, and I don't have to do anything to interrupt my chain of attacks except let Practiced Brawler refresh.

Dual Blades...I do like this set. Having played my new DB/FA brute a lot, I noticed I don't like using the combos all the time. It frustrates me when I miss a combo (due to a miss or foe out of range or needing to use a heal or something) and it frustrates me more when I don't *need* a combo because, by the time Attack Vitals starts ticking, the foes are dead or would have been just as dead had I just used Blinding Feint + Burn + Sweeping Strike. Anyway, what I'm trying to say is, combos are overrated. If you like pulling them off every now and again, you should have no problem playing them on a Stalker. If you *must* use combos all the time then I pray for your soul, no matter which AT you choose to play them on. No, you don't get Blinding Feint or Typhoon Edge, but you gain things in return. Ablating Strike is a pseudo-PBAoE in that, if you put procs in it, they will check all foes within 10ft of you every time you click the power. Your Sweep combo is auto-hit 10ft PBAoE if you connect with your main target so use that wisely. Your 1kcuts is a few feet longer and you can combine it with an 80% +dmg buff and 50% crit chance for some great burst AoE dmg.
All in all, I think you get the better DPS with scrappers and the better burst with stalkers. For Tankers/Brutes, its the only type set with a Follow-up attack which comes with its own advantages for attack sets and damage auras.
My vote goes for Scrappers for best AT, although Brutes aren't far behind. For tankers you're forced to take an extra power (Nimble Slash) which isn't really used in the 'better' combos. It's a great set for all 4 AT's that use it though. Most of my experience is from tanker, stalker, and brute, in that order.
For secondary, I hear great things about DB/Electric. Great as in it puts out a metric asston of damage, great end management, and decent survivability.
Willpower, Invulnerability, and Super Reflexes would all be solid choices if you're looking for great survivability with little redraw.
My experience has been primarily with Inv, Nin, and DA, all of which worked well with DB. My favourite so far has been the DB/DA brute, primarily from an all around solid feeling.

I can say that on paper, DB/SR scrappers look more appealing than any other DB combination out there, and I've made a lot of DB builds.
FA can overtake SR in DPS if it's not under threat, and Elec can have more survivability, but it's far more expensive to reach the build goals with them. Here are the builds I created and compared:

Inv's aura gives you a wee bit of ToHit as well as defense when you're surrounded and is click-lite (just the two, on pretty long timers), so that should work well with DB too.
I've made DB/WP Scrapper pretty survivable.
That said, my suggestion, Energy or Fire Armor Brute! They're just fun concepts.
And the self heals don't interrupt the combos (unless you have serious lag issues) as they activate fast enough, however, they do cause redraw.

I personally don't like /Elec with weapon sets because it's one of the clickiest secondaries. Redrawing every 15 seconds isn't my thing.
Just to be clear, I don't think it's the worst pairing in the world either. Both sets love recharge and Lightning Reflexes helps with that. DB has good AoE and paired with Lightning Field I'm sure you can wade through tons of minions without having to individually each one. Sweep buys time for Energize to recharge or for its fat regen bonus to work, etc etc.
That doesn't seem specific to DB though, that's /Elec paired with anything.

Well, if you rely on Energize to keep your endurance up then it could cut into DPS more than Healing Flames could, in cases where the self heals aren't needed.

In reply to the original question, clearly scrapper and I'd certainly pair it with a less clicky set, such as invulnerability in the case of my own kickass DB scrapper, or if I wanted a damage aura, then certainly elec.
I'm not sure what measure you need to be using to say elec is in the top three clickiest sets. It seems quite clearly to be the fourth clickiest - with the same amount of recharge, dark armor will have dark regen up more than energize and power sink combined, thus in the bizarre fantasy world where you are required to click a secondary power as soon as it's up, dark as well as regen and fire are clickier than elec. In actual gameplay, of course, you are never forced to click a secondary power. You may well want to if you need to, but under those circumstances elec looks a good deal better.
Power sink is rarely necessary if you've built in a somewhat sane manner, especially as DB is not particularly endurance heavy compared to a lot of the brute primaries you could pair with elec. Energize: why would you click this every time it's up? If you're having endurance issues, by all means use power sink and go for a complete refill when you're quite low. This should happen every other spawn at worst. If it's for the regen, well, again look at dark, regen, or fire. Under similar damage pressure they'll be hitting their heals far more often than elec even can, much less would need to.
I don't buy the argument that you need to use power sink every time it's up as a defensive measure unless your build is truly wonky. In my own extensive experience with elec, it is more fire and forget than SR or shield, with their constant mez reupping. Then again, I build for defense, ymmv.
I have a DB/sr and a DB/elec. I like both. I made the DB/sr after I had a higher level Kat/sr. I figured if you could soft cap /sr and drop DA, it just seemed like you should take something more offensive from the start, which DB has better AoE than Kat. The DB/elec was the first real AoE based build I did. It took some time, but I had like three power picks in a row where I picked AoEs. Both are sitting at 32-33. I just need to update to level 35 IOs, and finish them off.
Redrawing once every 30 seconds isn't actually "way less clicky" than regen, and that's AFTER arbitrarily not counting a clicky. Besides that, being in the top 3 clickiest does in fact make it "one of the clickiest" as I wrote.

Regen requires more frequent use of your click heals, so I don't see why it would be less than Electric. Dark Armor is also more clicky with dark regen; fire is clearly more clicky, so are Ninjitsu and Energy Aura. Stalker Willpower is possibly more click as well, with Reconstruction instead of RttC.
It is more clicky than Shield, Sr, (Brute/Scrapper/Tanker)Willpower, Invuln and Stone.
That puts it soundly in the middle of the pack.
