Do people honestly think CoH2 is going to offer enough new shiney for the player base to move from a 7 year old built game that's now free to play?

I honestly think it would bomb horribly if they did it. Graphics have been updated. Content is fresh and they are adding in a key aspect(end game content). It's now F2P. You don't try to make a sequel when you are trying to bust your butt to make the original look as sleek as possible.

I would totally believe this is it weren't for the fact that the entire studio is branded to the City of Heroes theme. My personal belief is that the creation of Paragon Studios was precisely for the Next Gen Sequel, right for the start. I think they've been working on it for a good while now. But we'll see, I mean, I was told by the masses they would never go Free-to-Play and here we are.

I honestly don't think it will be CoH 2.
"Hey guys, we've been doing this supers mmo for years, now we've got a new reveal! Another supers mmo!"
I personally hope for something original. Either a new IP or something based on an already existing IP, like an MMO set in the Dresden Files world, or something like that.
Modern fantasy/horror stuff. Only problem with the horror angle would be that The Secret World is nearly out.
So I'd go for modern fantasy.

I don't think we will see a City of Heroes 2. Or if we do, it won't even be announced for a long time, let alone released.
- At the moment, they have just started a revamp of the older zones, starting (logically) with the starter zones. We can probably expect this to progress through the zones, up the level spectrum, with a couple more massive changes (a la Galaxy City) along the way to keep things interesting.
- The brand new end-game has only begun. There are still 5 more powers, existing power expansion, and tons more content to roll out.
- F2P is a gambit designed to hook more players into paying. Why do you think cable companies will make premium channels like HBO available free for a month or two? They hope that you like it enough to start paying for them. And there's no need to put resources toward a way to bring in new revenue, if you are shutting down that project.
So Issue 21 has one completely new zone, and one zone that is receiving a huge makeover, no doubt heralding the start of a new story line. Odds are, that story line will continue to influence different zones up the level spectrum as the revamps continue. It appears as if they are remodeling the game, rather than saying that it is "finished" and pushing it off the side.

This is an engine thing. The original looks as good as it ever will and in no way does it qualify as a "Next-Gen" game. The sequel will be aiming for the heart of the current MMO market while Freedom continues to bleed, I mean cater, to the loyalists.

Between Champions, CoH, DCUO, Super Hero Squad, and an upcoming Marvel game that appears to be a more adult version of Super Hero Squad, the super hero genre is getting pretty well saturated. There isn't a lot of room for a "new" game that is a rehash of a previous game and not really new at all.
Saying "this is an engine thing" makes it appear that you are saying that the "heart of the MMO market" means "fancy graphics".
I don't think you can name any successful MMO that was successful due solely to fancy graphics. On the other hand, one can easily come up with a list of less successful to outright unsuccessful games that DID have fancy graphics but had less than stellar gameplay.
SOE already tried the sequel approach, with both a sequel and a prequel to their flagship game, and NCSoft has also gone the sequel route, with Lineage. I believe that NCSoft has learned some valuable lessons from those experiences that ought to preclude trying to sell a "City of Heroes 2". As you say, though: time will tell.
And there's your free-to-play. Expect a CoH2 announcement soon.
